Yap\u0131lan a\u00e7\u0131klamada yasa teklifinin, kamuoyunun ve ba\u015fta E\u011fitim Fak\u00fclteleri olmak \u00fczere bilim insanlar\u0131n\u0131n ve uzmanlar\u0131n g\u00f6r\u00fc\u015f\u00fcne ba\u015fvurulmadan haz\u0131rland\u0131\u011f\u0131na dikkat \u00e7ekildi.<!--more--><\/p>\n<p style=\"text-align: justify;\"><strong>E\u011e\u0130T\u0130M S\u0130YASETE KURBAN ED\u0130LMES\u0130N<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00dclkenin ve toplumun gelece\u011fini \u015fekillendirecek b\u00f6yle ciddi bir konunun siyasete kurban edilmemesi gerekti\u011finin belirtildi\u011fi a\u00e7\u0131klamada, \u201cBilim insanlar\u0131 olarak g\u00f6r\u00fc\u015flerimizi payla\u015fma zorunlulu\u011fu hissediyoruz\u201d denildi.<\/p>\n<p style=\"text-align: justify;\">\u0130lkokula ba\u015flama ya\u015f\u0131 olarak \u00f6ng\u00f6r\u00fclen 60-72 ay yani \u201c5 ya\u015f\u201d\u0131n okul\u00f6ncesi \u00e7a\u011f\u0131na denk geldi\u011fi ve ilkokula ba\u015flamak i\u00e7in bili\u015fsel, sosyal, duygusal ve motor beceriler y\u00f6n\u00fcnden erken oldu\u011funun belirtildi\u011fi a\u00e7\u0131klamada, \u201c1983-85 y\u0131llar\u0131 aras\u0131nda ilkokula ba\u015flama ya\u015f\u0131 olarak 5 ya\u015f uygulanm\u0131\u015f, ancak bu ya\u015f \u00e7ocuklar\u0131n\u0131n okul olgunlu\u011fu ger\u00e7ekle\u015fmedi\u011fi i\u00e7in bu uygulama ba\u015far\u0131s\u0131zl\u0131kla sonu\u00e7lanm\u0131\u015ft\u0131r. Az say\u0131da baz\u0131 \u00fclkelerde 5 ya\u015f uygulanmakla birlikte bu \u00fclkelerde okul\u00f6ncesindeki 3-4 ya\u015f okulla\u015fma oran\u0131 y\u00fczde 100\u2019e yak\u0131nd\u0131r. T\u00fcrkiye\u2019de ise 3-4 ya\u015f grubu i\u00e7in okulla\u015fma oran\u0131 y\u00fczde 50\u2019yi bile bulmam\u0131\u015ft\u0131r. Yani \u00e7ocuklar okul \u00f6ncesi bir e\u011fitim almadan ve haz\u0131r olmadan 5 ya\u015f\u0131nda zorunlu bir e\u011fitimle kar\u015f\u0131 kar\u015f\u0131ya kalacakt\u0131r. Dolay\u0131s\u0131yla ilk\u00f6\u011fretim olgunlu\u011funa sahip olmad\u0131klar\u0131ndan okul \u00f6ncesi ilk\u00f6\u011fretimle kar\u0131\u015ft\u0131r\u0131lmamal\u0131, 4-5 (veya 4-6) ya\u015f okul\u00f6ncesi e\u011fitimi olarak farkl\u0131 fiziki ko\u015fullar, program ve e\u011fiticiler \u00e7er\u00e7evesinde d\u00fc\u015f\u00fcn\u00fclmelidir\u201d ifadelerine yer verildi.<\/p>\n<p style=\"text-align: justify;\"><strong>\u2018HER T\u00dcRL\u00dc KATKIYA HAZIRIZ\u2019<\/strong><\/p>\n<p style=\"text-align: justify;\">Teklifin olumlu olumsuz yanlar\u0131n\u0131n bilimsel esaslara g\u00f6re sa\u011fl\u0131kl\u0131 bir \u015fekilde tart\u0131\u015f\u0131lmas\u0131na ve yeniden \u015fekillendirilmesine ihtiya\u00e7 oldu\u011funun s\u00f6ylendi\u011fi a\u00e7\u0131klamada, \u201cBa\u015fta h\u00fck\u00fcmet ve milletvekilleri olmak \u00fczere herkesi duyarl\u0131 davranmaya, \u00e7ocuklar\u0131 ve inan\u00e7lar\u0131 siyasete kurban etmemeye, okullar\u0131m\u0131za ve gelece\u011fimize sahip \u00e7\u0131kmaya, ihale ve hizmet al\u0131mlar\u0131nda zaten s\u0131n\u0131rl\u0131 olan kaynaklar\u0131n yerinde ve verimli kullan\u0131lmas\u0131na, mevcut kademe ve m\u00fcfredatlar da dahil eksik ve aksayan y\u00f6nler varsa g\u00f6zden ge\u00e7irilerek d\u00fcnyaya model olacak demokratik insanc\u0131l \u00e7a\u011fda\u015f ileri reformlar yapmaya davet ediyoruz\u201d denildi.
