K\u00f6pr\u00fc yap\u0131m\u0131n\u0131 da i\u00e7eren Kuzey Marmara Otoyolu projesini \u00f6zkaynakla yapacaklar\u0131n\u0131, k\u0131sa s\u00fcrede tekrar ihaleye \u00e7\u0131kacaklar\u0131n\u0131 belirterek, &#8221;K\u00f6pr\u00fc art\u0131 65-70 kilometrelik bir ana aks ilk ihaleye dahil edilecek ve daha sonraki devam\u0131 olan otoyol bilahare yap\u0131lacak&#8221; dedi.<!--more--><\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, TV8&#8217;de Star Gazetesi Genel Yay\u0131n Y\u00f6netmeni Mustafa Karaalio\u011flu&#8217;nun \u0130stanbul Bo\u011faz\u0131&#8217;na 3. K\u00f6pr\u00fc yap\u0131m\u0131n\u0131 da i\u00e7eren Kuzey Marmara Otoyolu Projesi&#8217;ne ili\u015fkin sorular\u0131n\u0131 yan\u0131tlad\u0131.<\/p>\n<p style=\"text-align: justify;\">\u0130hale \u00f6ncesi &#8221;ball\u0131 ihale yap\u0131l\u0131yor&#8221; diye haber ve yorum yapanlar oldu\u011funu dile getiren Y\u0131ld\u0131r\u0131m, &#8221;Demek ki bal\u0131 yokmu\u015f&#8221; ifadesini kulland\u0131.<\/p>\n<p style=\"text-align: justify;\">Projenin ihalesinin yap-i\u015flet-devret y\u00f6ntemiyle 9 Mart 2011 tarihinde ihaleye \u00e7\u0131k\u0131ld\u0131\u011f\u0131n\u0131, ilk teklif alma tarihinin 23 A\u011fustos olmas\u0131na kar\u015f\u0131n \u00f6nce 22 Kas\u0131m&#8217;a, sonra da 10 Ocak 2012&#8217;ye ertelendi\u011fini dile getiren Y\u0131ld\u0131r\u0131m, bu tarihte de baz\u0131 firmalar\u0131n 3 ay, 6 ay daha s\u00fcre istediklerini hat\u0131rlatt\u0131.<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, bir proje i\u00e7in 10 ayda haz\u0131rl\u0131k yapamayanlar\u0131n 3 ayda ne haz\u0131rl\u0131\u011f\u0131 yapacaklar\u0131n\u0131 sorarak, &#8221;Biz bunu \u00e7ok makul bulmad\u0131k ve s\u00fcre uzatmamaya karar verdik. S\u00fcre uzatmad\u0131k, teklif de \u00e7\u0131kmad\u0131. Teklif gelme ihtimalini daha y\u00fcksek g\u00f6r\u00fcyorduk. Ama teklif gelmemesine kar\u015f\u0131 da haz\u0131rl\u0131klar\u0131m\u0131z vard\u0131. O yeni plan\u0131 devreye soktuk. Genel b\u00fct\u00e7eden yapaca\u011f\u0131z&#8221; dedi.<\/p>\n<p style=\"text-align: justify;\">Bunu alternatif olarak \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131, ama \u00f6nce yap-i\u015flet-devret y\u00f6ntemini denediklerini dile getiren Y\u0131ld\u0131r\u0131m, \u015fu bilgileri verdi:<\/p>\n<p style=\"text-align: justify;\">&#8221;K\u0131sa s\u00fcrede tekrar ihaleye \u00e7\u0131kaca\u011f\u0131z. Direkt \u00f6zkaynakla \u00e7\u0131kmay\u0131 planl\u0131yoruz. Yap-i\u015flet-devret&#8217;lerde kredi finansman garantisi \u00e7ok s\u00fcre al\u0131yor. Neticede yapt\u0131\u011f\u0131m\u0131z \u015fu. Projede revizyona gidiyoruz. Etap etap yapaca\u011f\u0131z. Proje hen\u00fcz \u00e7al\u0131\u015f\u0131l\u0131yor. K\u00f6pr\u00fc art\u0131 65-70 kilometrelik bir ana aks ilk ihaleye dahil edilecek ve daha sonraki devam\u0131 olan otoyol bilahare yap\u0131lacak. Zaten bizim yapt\u0131\u011f\u0131m\u0131z bir \u00e7al\u0131\u015fma var. O \u00e7al\u0131\u015fmada bir de\u011fi\u015fiklik yaparak o \u015fekilde projeyi tamamlayaca\u011f\u0131z.&#8221;<\/p>\n<p style=\"text-align: justify;\">Binali Y\u0131ld\u0131r\u0131m, ihalenin daha sonra ilan edilece\u011fini ve tekliflerin al\u0131naca\u011f\u0131n\u0131 ve ona g\u00f6re de yap\u0131m\u0131n\u0131 ba\u015flatacaklar\u0131n\u0131 bildirdi.<\/p>\n<p style=\"text-align: justify;\">Projenin hangi y\u00f6ntemle yap\u0131l\u0131rsa yap\u0131ls\u0131n sadece T\u00fcrkiye&#8217;nin ihtiyac\u0131 olan bir proje de\u011fil, Avrupa&#8217;y\u0131 Kafkaslar, Ortado\u011fu ve Uzakdo\u011fu&#8217;ya ba\u011flayan bir transit g\u00fczergah\u0131 olu\u015fturacak proje oldu\u011funu dile getiren Y\u0131ld\u0131r\u0131m, projenin k\u0131smen \u0130stanbul \u015fehir i\u00e7i trafi\u011fine katk\u0131s\u0131 olaca\u011f\u0131n\u0131, ancak \u0130stanbul&#8217;un merkezine \u00e7ok fazla \u00e7\u0131k\u0131\u015f vermeyeceklerini s\u00f6yledi.<\/p>\n<p style=\"text-align: justify;\"><strong>\u0130\u015e 2012&#8217;DE BA\u015eLAR<\/strong><\/p>\n<p style=\"text-align: justify;\">Bakan Y\u0131ld\u0131r\u0131m, i\u015fin 2012&#8217;de ba\u015flayaca\u011f\u0131n\u0131, 2013 ve 2014&#8217;de yo\u011fun olarak harcama olaca\u011f\u0131n\u0131 belirterek, &#8221;Projenin hacmi itibariyle tek bir T\u00fcrk firmas\u0131 yeterli olmaz. Grup olu\u015fturacaklar. Grup olu\u015fturunca da belki yeterli olmayabilir. K\u00f6pr\u00fc i\u00e7in belki yabanc\u0131 bir firmay\u0131 da \u00e7\u00f6z\u00fcm orta\u011f\u0131 olarak almalar\u0131 icap eder&#8221; diye konu\u015ftu.<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, \u015fu anda alternatifli bir \u00e7al\u0131\u015fma yapt\u0131klar\u0131n\u0131, belki projeye teklif verenin kredisini de getirebilece\u011fini, bunun mukayesesini yapacaklar\u0131n\u0131 s\u00f6yledi.<\/p>\n<p style=\"text-align: justify;\">Getirilen kredi T\u00fcrkiye&#8217;nin bor\u00e7lanma imkan\u0131ndan daha y\u00fcksek ise onu tercih etmelerinin s\u00f6z konusu olmayaca\u011f\u0131n\u0131 ifade eden Y\u0131ld\u0131r\u0131m, bu projenin firmalar\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fc a\u015fan bir proje oldu\u011funu ve s\u00fcre i\u00e7inde gerekli ba\u011flant\u0131lar\u0131 kuramad\u0131klar\u0131n\u0131 kaydetti.<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, k\u00f6pr\u00fc projesinin teknolojisi y\u00fcksek, prestijli, \u00fclkelerin itibar\u0131n\u0131 sa\u011flayan projeler olmakla beraber kendilerinin bu y\u00f6nden bakmad\u0131klar\u0131n\u0131 belirterek, \u015funlar\u0131 s\u00f6yledi:<\/p>\n<p style=\"text-align: justify;\">&#8221;Birinci Bo\u011faz K\u00f6pr\u00fcs\u00fc&#8217;nde \u00f6yleydi ama \u015fimdi T\u00fcrkiye&#8217;nin son 9 y\u0131lda geli\u015fimine bakt\u0131\u011f\u0131n\u0131z zaman bunun bir l\u00fcks veya bir \u015fan, nam olsun tarz\u0131nda bir proje olmad\u0131\u011f\u0131n\u0131 g\u00f6rmemiz laz\u0131m. Marmaray bundan daha b\u00fcy\u00fck bir proje. \u0130stanbul-\u0130zmir Otoyolu&#8230; \u0130zmit K\u00f6pr\u00fcs\u00fc d\u00fcnyada uzunlu\u011fu en b\u00fcy\u00fck ikinci k\u00f6pr\u00fc. Bo\u011faz K\u00f6pr\u00fcs\u00fc onun yar\u0131s\u0131 kadar. Bence bu projeyi g\u00f6z\u00fcm\u00fczde b\u00fcy\u00fctmememiz gerekiyor. Fiyakas\u0131 var. Avrupa Asya aras\u0131na bir gerdanl\u0131k daha tak\u0131yorsunuz. Di\u011fer k\u00f6pr\u00fclerden bir fark\u0131 var. Tren yolu da olacak k\u00f6pr\u00fcde. Bir farkl\u0131 g\u00f6r\u00fcn\u00fcm mutlaka olacak. Projeyi biraz de\u011fi\u015ftiriyor.&#8221;<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, T\u00fcrkiye&#8217;nin 2023&#8217;e kadar milli gelirinin 2.5 kat artarak ki\u015fi ba\u015f\u0131 milli gelirin 25 bin dolar olaca\u011f\u0131n\u0131, bunun da T\u00fcrkiye&#8217;nin daha \u00e7ok \u00fcretece\u011fi, daha \u00e7ok ta\u015f\u0131ma yapaca\u011f\u0131, daha \u00e7ok zenginle\u015fece\u011fi, daha \u00e7ok ara\u00e7 sahibi olaca\u011f\u0131 anlam\u0131na geldi\u011fini kaydetti.<\/p>\n<p style=\"text-align: justify;\"><strong>K\u00d6PR\u00dc TERS Y\u00d6NDE TRAF\u0130K OLU\u015eTURACAK<\/strong><\/p>\n<p style=\"text-align: justify;\">\u015eu anda bin ki\u015fiye d\u00fc\u015fen ara\u00e7 say\u0131s\u0131 T\u00fcrkiye&#8217;de 100-125 civar\u0131nda iken geli\u015fmi\u015f \u00fclkelerde 500 civar\u0131nda oldu\u011funu, ancak T\u00fcrkiye&#8217;de bu say\u0131n\u0131n artt\u0131\u011f\u0131n\u0131 dile getiren Y\u0131ld\u0131r\u0131m, bunun artmaya devam edece\u011fini, bu nedenle trafik i\u00e7in yollara ihtiya\u00e7 bulundu\u011funu hat\u0131rlatt\u0131.<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, &#8221;Ama k\u00f6pr\u00fcn\u00fcn iki g\u00f6revi var. Biri artan Avrupa, Uzakdo\u011fu, Ortado\u011fu, Kafkaslar trafi\u011fine do\u011frudan kolayla\u015ft\u0131r\u0131c\u0131 \u00f6zelli\u011fi var. \u0130kinci \u00f6zelli\u011fi de \u0130stanbul&#8217;un uzun \u00e7evre yolu olacak. Pa\u015fak\u00f6y&#8217;den K\u0131nal\u0131&#8217;ya kadar \u00e7ok fazla \u00e7\u0131k\u0131\u015f olmayacak. E\u011fer bu yolu tercih etmek istiyorsa insanlar, \u015fehrin i\u00e7ine gelip k\u00f6pr\u00fcye girmeyecekler, \u015fehrin d\u0131\u015f\u0131na gidip oradan k\u00f6pr\u00fc trafi\u011fine kat\u0131lacaklar. Bir ters y\u00f6nde trafik olu\u015fturma.
