Sistem ile ayn\u0131 unvan ve ayn\u0131 kadroda olanlar\u0131n farkl\u0131 \u00fccret almas\u0131n\u0131n \u00f6n\u00fcne ge\u00e7ilecek.<\/p>\n<p style=\"text-align: justify;\">ANKARA &#8211; Maliye Bakanl\u0131\u011f\u0131&#8217;n\u0131n &#8221;Kamu G\u00f6revlilerinin Mali Haklar\u0131n\u0131n D\u00fczenlenmesi Amac\u0131yla Baz\u0131 Kanun ve Kanun H\u00fckm\u00fcnde Kararnamelerde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Kanun H\u00fckm\u00fcnde Kararname&#8221; Resmi Gazetenin bug\u00fcnk\u00fc m\u00fckerrer say\u0131s\u0131nda yay\u0131mland\u0131.<!--more--><\/p>\n<p style=\"text-align: justify;\">Buna g\u00f6re, ayl\u0131klar\u0131n\u0131 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanunu ile 2914 say\u0131l\u0131 Y\u00fcksek\u00f6\u011fretim Personel Kanununa g\u00f6re almakta olan personele, s\u00f6zle\u015fmeli personele, subay, s\u00f6zle\u015fmeli subay, astsubay, s\u00f6zle\u015fmeli astsubay, s\u00f6zle\u015fmeli subay ve astsubay adaylar\u0131 ile uzman jandarma ve uzman erba\u015flara, mali haklar kapsam\u0131nda yap\u0131lan her t\u00fcrl\u00fc \u00f6demeler dahil, almakta olduklar\u0131 toplam \u00f6deme tutar\u0131 dikkate al\u0131nmak suretiyle ayn\u0131 veya benzer kadro ve g\u00f6revlerde bulunan personel aras\u0131ndaki \u00fccret dengesini sa\u011flamak amac\u0131yla, en y\u00fcksek Devlet memuru ayl\u0131\u011f\u0131na kar\u015f\u0131l\u0131k gelen oranlar\u0131n uygulanmas\u0131 suretiyle hesaplanan tutarda ek \u00f6deme yap\u0131lacak.<\/p>\n<p style=\"text-align: justify;\">Ek \u00f6demeye hak kazan\u0131lmas\u0131nda ve bu \u00f6demenin yap\u0131lmas\u0131nda ayl\u0131klara ili\u015fkin h\u00fck\u00fcmler uygulanacak. Bu maddeye g\u00f6re yap\u0131lacak ek \u00f6deme damga vergisi hari\u00e7 herhangi bir vergiye tabi tutulmayacak ve ilgili mevzuat\u0131 uyar\u0131nca \u00f6denmekte olan zam, tazminat, \u00f6denek, d\u00f6ner sermaye \u00f6demesi, ikramiye, \u00fccret ve her ne ad alt\u0131nda olursa olsun yap\u0131lan benzeri \u00f6demelerin hesab\u0131nda dikkate al\u0131nmayacak.<\/p>\n<p style=\"text-align: justify;\">K\u00fclt\u00fcr ve Turizm Bakanl\u0131\u011f\u0131n\u0131n, Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131n\u0131n, T\u00fcrkiye Kamu Hastaneleri Kurumunun ve Meteoroloji Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn Merkez Te\u015fkilat\u0131 Personeli ile Ula\u015ft\u0131rma, Denizcilik ve Haberle\u015fme Bakanl\u0131\u011f\u0131, T\u00fcrkiye Halk Sa\u011fl\u0131\u011f\u0131 Kurumu, Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc, Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc ve Tapu, Kadastro Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc personeline yap\u0131lan ek \u00f6demeler, d\u00f6ner sermaye b\u00fct\u00e7elerinden yap\u0131lacak.<\/p>\n<p style=\"text-align: justify;\">Devletin mali imkanlar\u0131 g\u00f6z\u00f6n\u00fcnde bulundurmak suretiyle merkezi y\u00f6netim kapsam\u0131ndaki kamu idarelerinde istihdam edilen personeli yap\u0131lan ek \u00f6demenin tamam\u0131n\u0131 veya bir k\u0131sm\u0131n\u0131 te\u015fkilat yap\u0131s\u0131 esas al\u0131narak merkezi y\u00f6netim b\u00fct\u00e7esinden veya d\u00f6ner sermayesi bulunan kurumlar i\u00e7in d\u00f6ner sermaye b\u00fct\u00e7esinden yapt\u0131rmaya, Maliyet Bakanl\u0131\u011f\u0131&#8217;n\u0131n teklifi \u00fczerine Bakanlar Kurulu yetkili olacak.<\/p>\n<p style=\"text-align: justify;\"><strong>S\u00d6ZLE\u015eMEL\u0130 PERSONEL\u0130N DURUMU<\/strong><\/p>\n<p style=\"text-align: justify;\">Bu arada, kadro kar\u015f\u0131l\u0131\u011f\u0131 s\u00f6zle\u015fmeli personel ile &#8221;Kamu \u0130ktisadi Te\u015febb\u00fcsleri Personel Rejiminin D\u00fczenlenmesi Kanun H\u00fckm\u00fcnde Kararname&#8221;sinde yer verilen II say\u0131l\u0131 Cetvele dahil pozisyonlarda istihdam edilen s\u00f6zle\u015fmeli personel hari\u00e7 olmak \u00fczere, \u00e7e\u015fitli stat\u00fclerde istihdam edilen s\u00f6zle\u015fmeli personele, \u00e7al\u0131\u015ft\u0131klar\u0131 birim ve bulunduklar\u0131 pozisyon unvan\u0131 itibar\u0131yla ayn\u0131 veya benzer unvanl\u0131 memur kadrosunda \u00e7al\u0131\u015fan, hizmet y\u0131l\u0131 ve \u00f6\u011frenim durumu ayn\u0131 olan emsali personel i\u00e7in belirlenmi\u015f olan ek \u00f6deme oran\u0131n\u0131 a\u015fmamak \u00fczere, stat\u00fcleri ile mali haklar kapsam\u0131nda yap\u0131lan her t\u00fcrl\u00fc \u00f6demeler dahil almakta olduklar\u0131 toplam \u00f6deme tutarlar\u0131 gibi kriterler birlikte veya ayr\u0131 ayr\u0131 dikkate al\u0131narak bu madde h\u00fck\u00fcmleri \u00e7er\u00e7evesinde ek \u00f6deme yap\u0131l\u0131p yap\u0131lmayaca\u011f\u0131n\u0131, yap\u0131lacak ek \u00f6deme oran\u0131n\u0131 s\u00f6zle\u015fme \u00fccreti ile ili\u015fkilendirilmeksizin belirlemeye Maliye Bakanl\u0131\u011f\u0131&#8217;n\u0131n teklifi \u00fczerine Bakanlar Kurulu yetkili olacak. Bu \u00f6deme tutar\u0131 damga vergisi hari\u00e7 herhangi bir vergi ve sigorta prim kesintisine tabi tutulmayacak. Maddenin uygulamas\u0131na ili\u015fkin olarak ortaya \u00e7\u0131kabilecek teredd\u00fctleri gidermeye ve uygulamay\u0131 y\u00f6nlendirmeye de yine Maliye Bakanl\u0131\u011f\u0131 yetkili k\u0131l\u0131nd\u0131. Cumhurba\u015fkanl\u0131\u011f\u0131 Genel Sekreterli\u011fi, T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi Genel Sekreterli\u011fi, Ba\u015fbakanl\u0131k ve bakanl\u0131klar ile bunlar\u0131n ba\u011fl\u0131 ve ilgili kurulu\u015flar\u0131 (Milli \u0130stihbarat Te\u015fkilat\u0131 M\u00fcste\u015farl\u0131\u011f\u0131 hari\u00e7), sosyal g\u00fcvenlik kurumlar\u0131, Y\u00fcksek\u00f6\u011fretim Kurulu, \u00dcniversiteleraras\u0131 Kurul ve \u00d6l\u00e7me, Se\u00e7me ve Yerle\u015ftirme Merkezi Ba\u015fkanl\u0131\u011f\u0131n\u0131n; Merkez te\u015fkilatlar\u0131nda M\u00fclki \u0130dare Amirli\u011fi Hizmetleri S\u0131n\u0131f\u0131na ait kadrolarda yer alanlar hari\u00e7 olmak \u00fczere bu KHK;da yer verilen unvanl\u0131 kadrolarda bulunanlardan; Ta\u015fra te\u015fkilatlar\u0131na ait kadrolarda bulunanlardan; Merkez te\u015fkilatlar\u0131nda, D\u0131\u015fi\u015fleri Meslek Memuru ve Konsolosluk ve \u0130htisas Memurlar\u0131, \u00f6zel yar\u0131\u015fma s\u0131nav\u0131 sonucunda mesle\u011fe yard\u0131mc\u0131 veya stajyer olarak al\u0131n\u0131p belirli s\u00fcreli yeti\u015ftirme d\u00f6neminden sonra \u00f6zel bir yeterlik s\u0131nav\u0131 sonunda m\u00fcfetti\u015f, uzman, denet\u00e7i, kontrol\u00f6r, akt\u00fcer ve stenograf unvanl\u0131 kadrolara atananlar ve bunlar\u0131n yard\u0131mc\u0131 ve stajyerleri ile i\u00e7 denet\u00e7ilerden ayl\u0131klar\u0131n\u0131 657 say\u0131l\u0131 Devlet Memurlar\u0131 Kanununa g\u00f6re almakta olanlara an\u0131lan Cetvellerde kadro unvanlar\u0131na kar\u015f\u0131l\u0131k gelen g\u00f6sterge rakamlar\u0131n\u0131n memur ayl\u0131k katsay\u0131s\u0131 ile \u00e7arp\u0131m\u0131 sonucu bulunacak tutarlarda \u00fccret ve tazminat verilecek. Bu \u00f6demelere hak kazan\u0131lmas\u0131nda ve bunlar\u0131n \u00f6denmesinde ayl\u0131klara ili\u015fkin h\u00fck\u00fcmler uygulanacak.<\/p>\n<p style=\"text-align: justify;\"><strong>YEN\u0130 \u0130\u015eE G\u0130RENE DE AYNI \u00dcCRET<\/strong><\/p>\n<p style=\"text-align: justify;\">Bu maddenin y\u00fcr\u00fcrl\u00fc\u011fe girdi\u011fi tarihten sonra Cumhurba\u015fkanl\u0131\u011f\u0131 Genel Sekreterli\u011fi ve T\u00fcrkiye B\u00fcy\u00fck Millet Meclisi Genel Sekreterli\u011fi kadro ve pozisyonlar\u0131na ilk defa veya yeniden atanacak personel i\u00e7in uygulanacak ek g\u00f6sterge ve makam tazminatlar\u0131 belirlendi. Bunlar\u0131n zam ve tazminatlar\u0131, hizmet s\u0131n\u0131f\u0131, kadro unvan ve derecesi dikkate al\u0131nmak kayd\u0131yla 657 say\u0131l\u0131 Kanunun 152;nci maddesi uyar\u0131nca Bakanlar Kurulu karar\u0131yla ayn\u0131 hizmet s\u0131n\u0131f\u0131ndaki ayn\u0131 veya benzer unvanl\u0131 kadrolar i\u00e7in belirlenen puan ve oranlar a\u015f\u0131lmamak suretiyle ilgisine g\u00f6re Cumhurba\u015fkanl\u0131\u011f\u0131 Genel Sekreterli\u011fi ve TBMM Ba\u015fkanl\u0131k Divan\u0131 taraf\u0131ndan belirlenecek.<\/p>\n<p style=\"text-align: justify;\">D\u00fczenleyici ve denetleyici kurumlar\u0131n kadro ve pozisyonlar\u0131na ilk defa veya yeniden atanan kurul ba\u015fkan\u0131, kurul \u00fcyesi ve ba\u015fkan yard\u0131mc\u0131s\u0131 ile murak\u0131p ve uzman unvanl\u0131 meslek personeline, ilgili mevzuat\u0131 uyar\u0131nca \u00f6denen her t\u00fcrl\u00fc maa\u015f, ayl\u0131k, \u00fccret, ek \u00fccret, prim, zam, tazminat, ikramiye, fazla \u00e7al\u0131\u015fma \u00fccreti, kar pay\u0131 ve her ne ad alt\u0131nda olursa olsun yap\u0131lan di\u011fer \u00f6demeler ile sosyal hak ve yard\u0131mlar kapsam\u0131nda yap\u0131lan b\u00fct\u00fcn ayni ve nakdi \u00f6demelerin bir ayl\u0131k toplam net tutar\u0131; kurul ba\u015fkan\u0131 i\u00e7in bakanl\u0131k m\u00fcste\u015far\u0131, kurul \u00fcyesi i\u00e7in bakanl\u0131k m\u00fcste\u015far yard\u0131mc\u0131s\u0131, ba\u015fkan yard\u0131mc\u0131s\u0131 i\u00e7in bakanl\u0131k genel m\u00fcd\u00fcr\u00fc, murak\u0131p ve uzman unvanl\u0131 meslek personeli i\u00e7in Ba\u015fbakanl\u0131k uzmanlar\u0131na mevzuat\u0131nda kadrosuna ba\u011fl\u0131 olarak mali haklar ile sosyal hak ve yard\u0131mlar kapsam\u0131nda yap\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclen \u00f6demelerin bir ayl\u0131k toplam net tutar\u0131n\u0131 ge\u00e7emeyecek ve bunlar emeklilik haklar\u0131 bak\u0131m\u0131ndan da emsali olarak belirlenen personel ile denk kabul edilecek.<\/p>\n<p style=\"text-align: justify;\">T\u00fcrk Akreditasyon Kurumu Genel Sekreterli\u011fi, Ulusal Bor Ara\u015ft\u0131rma Enstit\u00fcs\u00fc Ba\u015fkanl\u0131\u011f\u0131, K\u00fc\u00e7\u00fck ve Orta \u00d6l\u00e7ekli \u0130\u015fletmeleri Geli\u015ftirme ve Destekleme \u0130daresi Ba\u015fkanl\u0131\u011f\u0131, T\u00fcrk Standardlar\u0131 Enstit\u00fcs\u00fc Ba\u015fkanl\u0131\u011f\u0131, kalk\u0131nma ajanslar\u0131 ve Mesleki Yeterlilik Kurumu kadro ve pozisyonlar\u0131na ilk defa veya yeniden atanan genel m\u00fcd\u00fcr, genel sekreter, genel m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 ve genel sekreter yard\u0131mc\u0131s\u0131 unvanl\u0131 personel ile uzman unvanl\u0131 meslek personeline, ilgili mevzuat\u0131 uyar\u0131nca \u00f6denen her t\u00fcrl\u00fc maa\u015f, ayl\u0131k, \u00fccret, ek \u00fccret, prim, zam, tazminat, ikramiye, fazla \u00e7al\u0131\u015fma \u00fccreti, k\u00e2r pay\u0131 ve her ne ad alt\u0131nda olursa olsun yap\u0131lan di\u011fer \u00f6demeler ile sosyal hak ve yard\u0131mlar kapsam\u0131nda yap\u0131lan b\u00fct\u00fcn ayni ve nakdi \u00f6demelerin bir ayl\u0131k toplam net tutar\u0131 da genel m\u00fcd\u00fcr ve genel sekreterler i\u00e7in bakanl\u0131k genel m\u00fcd\u00fcr\u00fc, genel m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 ve genel sekreter yard\u0131mc\u0131lar\u0131 i\u00e7in bakanl\u0131k genel m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131, uzman unvanl\u0131 meslek personeli i\u00e7in Ba\u015fbakanl\u0131k uzmanlar\u0131na mevzuat\u0131nda kadrosuna ba\u011fl\u0131 olarak mali haklar ile sosyal hak ve yard\u0131mlar kapsam\u0131nda yap\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclen \u00f6demelerin bir ayl\u0131k toplam net tutar\u0131n\u0131 ge\u00e7emeyecek.<\/p>\n<p style=\"text-align: justify;\">Aile ve Sosyal Politikalar, Bilim, Sanayi ve Teknoloji, \u00c7evre ve \u015eehircilik, Ekonomi, G\u0131da, Tar\u0131m ve Hayvanc\u0131l\u0131k, G\u00fcmr\u00fck ve Ticaret, K\u00fclt\u00fcr ve Turizm, Milli E\u011fitim, Orman ve Su \u0130\u015fleri, Sa\u011fl\u0131k, Ula\u015ft\u0131rma, Denizcilik ve Haberle\u015fme Bakanl\u0131klar\u0131n\u0131n bakanl\u0131k il m\u00fcd\u00fcr\u00fc ve bakanl\u0131k b\u00f6lge m\u00fcd\u00fcr\u00fc, Defterdar, \u0130l Emniyet M\u00fcd\u00fcr\u00fc, \u0130l M\u00fcft\u00fcs\u00fc, Vergi Dairesi Ba\u015fkan\u0131, T\u00fcrkiye \u0130statistik Kurumu ve T\u00fcrkiye Yazma Eserler Ba\u015fkanl\u0131klar\u0131, Devlet Su \u0130\u015fleri, Karayollar\u0131, Maden Tetkik ve Arama, Meteoroloji, Orman, Tapu ve Kadastro, Vak\u0131flar ve Y\u00fcksek\u00f6\u011frenim Kredi ve Yurtlar Kurumu Genel M\u00fcd\u00fcrl\u00fcklerinin b\u00f6lge m\u00fcd\u00fcr\u00fc, Sosyal G\u00fcvenlik Kurumu Ba\u015fkanl\u0131\u011f\u0131, Bas\u0131n-Yay\u0131n ve Enformasyon, Spor, T\u00fcrkiye \u0130\u015f Kurumu Genel M\u00fcd\u00fcrl\u00fcklerinin il m\u00fcd\u00fcr\u00fc, Kamu \u0130ktisadi Te\u015febb\u00fcslerinin b\u00f6lge m\u00fcd\u00fcr\u00fc kadrolar\u0131nda bulunanlar 3 kademede s\u0131n\u0131fland\u0131r\u0131ld\u0131. Buna g\u00f6re, \u0130stanbul, Ankara, \u0130zmir;de g\u00f6rev yapanlar ayn\u0131 kademede, b\u00fcy\u00fck\u015fehir belediyesi bulunan illerde g\u00f6rev yapanlar ayn\u0131 kademede ve di\u011fer illerde g\u00f6rev yapanlar da ayn\u0131 kademede maa\u015f alacak.<\/p>\n<p style=\"text-align: justify;\">Cumhurba\u015fkan\u0131, TBMM Ba\u015fkan\u0131 ve Ba\u015fbakan\u0131n yak\u0131n koruma ve makam hizmetlerinde g\u00f6rev yapan personele en y\u00fcksek Devlet memuru ayl\u0131\u011f\u0131n\u0131n y\u00fczde 200&#8217;\u00fcn\u00fc ge\u00e7memek \u00fczere ilave ek \u00f6deme yap\u0131labilecek. S\u00f6z konusu personele yap\u0131lacak ek \u00f6deme oran\u0131n\u0131 belirlemeye ilgisine g\u00f6re Cumhurba\u015fkan\u0131, TBMM Ba\u015fkan\u0131 ve Ba\u015fbakan yetkili olacak. Bunlara, g\u00f6revlendirilmelerinden dolay\u0131 mevzuat\u0131 uyar\u0131nca da herhangi bir ad alt\u0131nda \u00f6deme yap\u0131lmas\u0131 halinde, bu \u00f6demelerden yaln\u0131zca biri \u00f6denecek. Bu \u00f6deme damga vergisi hari\u00e7 herhangi bir vergiye tabi tutulmayacak.<\/p>\n<p style=\"text-align: justify;\">14 Ocak 2012 tarihinden ge\u00e7erli olmak \u00fczere \u00f6\u011fretmenler ile Milli E\u011fitim Bakanl\u0131\u011f\u0131na ba\u011fl\u0131 \u00f6rg\u00fcn ve yayg\u0131n e\u011fitim kurumlar\u0131nda \u00f6\u011fretmen unvanl\u0131 kadrolarda g\u00f6rev yapan y\u00f6neticiler hari\u00e7, Adalet Bakanl\u0131\u011f\u0131 ve Milli E\u011fitim Bakanl\u0131\u011f\u0131 ile di\u011fer kamu idarelerinde g\u00f6rev yapan personele fiilen yap\u0131lmayan ders kar\u015f\u0131l\u0131\u011f\u0131 ek ders \u00fccreti \u00f6demelerine ili\u015fkin h\u00fck\u00fcmler y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lacak.<\/p>\n<p style=\"text-align: justify;\">Belirli bir s\u00fcrede bitirilmesi gereken zorunlu ve istisnai i\u015flerden, her defas\u0131nda ayr\u0131ca Bakanlar Kurulu karar\u0131 al\u0131nmas\u0131 kayd\u0131yla, Bakanlar Kurulunca uygun g\u00f6r\u00fclenlerde \u00e7al\u0131\u015fan 657 say\u0131l\u0131 Kanuna tabi personele, ayda 50 saati ve bir y\u0131lda 6 ay\u0131 ge\u00e7memek \u00fczere y\u0131l\u0131 merkezi y\u00f6netim b\u00fct\u00e7e kanununda belirlenen fazla \u00e7al\u0131\u015fma saat \u00fccretinin 5 kat\u0131n\u0131 a\u015fmamak kayd\u0131yla ilgili kurumun \u00f6nerisi ve Maliye Bakanl\u0131\u011f\u0131n\u0131n teklifi \u00fczerine Bakanlar Kurulunca belirlenen \u00e7al\u0131\u015fma s\u00fcresi, miktar, usul ve esaslar dahilinde fazla \u00e7al\u0131\u015fma \u00fccreti \u00f6denebilecek.<\/p>\n<p style=\"text-align: justify;\">\u0130kramiye \u00f6denen personelden II ve III say\u0131l\u0131 Cetvellerde yer alan ve 15 Ocak 2012 tarihinden itibaren an\u0131lan Cetvellere g\u00f6re \u00f6deme yap\u0131lacaklara, mevzuat\u0131nda Ocak ay\u0131nda \u00f6denmesi \u00f6ng\u00f6r\u00fclen ikramiyeler \u00f6denmeyecek.<\/p>\n<p style=\"text-align: justify;\">31 Aral\u0131k 2012&#8217;ye kadar ise 6831 say\u0131l\u0131 Kanunun 71&#8217;inci maddesine g\u00f6re Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc merkez te\u015fkilat\u0131 personeli i\u00e7in \u00f6ng\u00f6r\u00fclen fazla \u00e7al\u0131\u015fma \u00fccretinin yar\u0131s\u0131 \u00f6denecek.<\/p>\n<p style=\"text-align: justify;\">K\u00fc\u00e7\u00fck ve Orta \u00d6l\u00e7ekli M\u00fckellefler Grup Ba\u015fkanl\u0131klar\u0131nda g\u00f6rev yapan vergi m\u00fcfetti\u015fi ve yard\u0131mc\u0131lar\u0131na ise yap\u0131lan ek \u00f6deme hakk\u0131nda di\u011fer grup ba\u015fkanl\u0131klar\u0131nda g\u00f6rev yapan vergi m\u00fcfetti\u015fi ve yard\u0131mc\u0131lar\u0131 i\u00e7in tespit edilmi\u015f bulunan ek \u00f6deme oranlar\u0131 esas al\u0131nacak.<\/p>\n<p style=\"text-align: justify;\">Adalet, D\u0131\u015fi\u015fleri, \u0130\u00e7i\u015fleri ve Milli Savunma Bakanl\u0131klar\u0131n\u0131n, Y\u00fcksek\u00f6\u011fretim Kurulu Ba\u015fkanl\u0131\u011f\u0131n\u0131n ve Bakanlar Kurulunca belirlenen bakanl\u0131k ba\u011fl\u0131 kurulu\u015flar\u0131n\u0131n merkez te\u015fkilatlar\u0131nda uzman ve uzman yard\u0131mc\u0131s\u0131 istihdam edilebilecek. kapsam\u0131 geni\u015fletilerek i\u00e7erisine, &#8221;T\u00fcrk Silahl\u0131 Kuvvetlerine mensup pilot, silah sistem subay\u0131, seyr\u00fcsefer subay\u0131, taktik koordine subay\u0131, u\u00e7u\u015f ekibi personeli, g\u00f6rev ekibi personeli, para\u015f\u00fct\u00e7\u00fc, denizalt\u0131c\u0131, atmosferik dal\u0131\u015f sistemi pilotu, dalg\u0131\u00e7 ve kurba\u011fa adamlar ve bunlar\u0131n adaylar\u0131 ile hava ve deniz vas\u0131talar\u0131 i\u00e7inde bulunan veya g\u00f6revlendirilen di\u011fer personel de&#8221; g\u00f6rev ekibi astsubaylar\u0131 ile adaylar\u0131na k\u0131stas ayl\u0131\u011f\u0131n y\u00fczde 70\u2019i; g\u00f6rev ekibi uzman jandarma ve uzman erba\u015flar ile adaylar\u0131na k\u0131stas ayl\u0131\u011f\u0131n y\u00fczde 69\u2019u \u00fczerinden bu Kanuna ek cetvelde hizmet y\u0131llar\u0131 kar\u015f\u0131l\u0131\u011f\u0131nda g\u00f6sterilen oranda ayl\u0131k u\u00e7u\u015f tazminat\u0131 \u00f6denecek.<\/p>\n<p style=\"text-align: justify;\">Harp okulu \u00f6\u011frencileri ile s\u00f6zle\u015fmeli subay adaylar\u0131na pilotluk e\u011fitimine ba\u015flamadan \u00f6nce havac\u0131l\u0131k ders konular\u0131 i\u00e7erisinde yapacaklar\u0131 fiili u\u00e7u\u015f e\u011fitiminin her u\u00e7u\u015f saati ba\u015f\u0131na k\u0131stas ayl\u0131\u011f\u0131n y\u00fczde 5&#8217;i tazminat olarak \u00f6denecek.<\/p>\n<p style=\"text-align: justify;\">Askeri \u00f6\u011frencilerden, s\u00f6zle\u015fmeli subay adaylar\u0131 ve s\u00f6zle\u015fmeli subaylar da dahil olmak \u00fczere para\u015f\u00fctle atlay\u0131\u015f e\u011fitimine kat\u0131lanlar ile askeri para\u015f\u00fct\u00e7\u00fc olmak \u00fczere se\u00e7ilen erba\u015f ve erlere, okul veya kursta her atlay\u0131\u015f ba\u015f\u0131na k\u0131stas ayl\u0131\u011f\u0131n y\u00fczde 2\u2019si, temel atlay\u0131\u015flar\u0131n\u0131 tamamlayarak para\u015f\u00fct e\u011fitimine devam eden askeri \u00f6\u011frenciler ile para\u015f\u00fct\u00e7\u00fc kadrolar\u0131nda g\u00f6revlendirilen erba\u015f ve erlere g\u00f6revlendirildikleri m\u00fcddet\u00e7e her atlay\u0131\u015f ba\u015f\u0131na k\u0131stas ayl\u0131\u011f\u0131n y\u00fczde 4\u2019\u00fc, atlay\u0131\u015f tazminat\u0131 olarak \u00f6denecek.
