Ancak temel d\u00fczenleme \u00f6nerileri hala bekliyor.<\/p>\n<p style=\"text-align: justify;\">Tart\u0131\u015fmal\u0131 konular olan k\u0131dem tazminat\u0131, b\u00f6lgesel asgari \u00fccret ve esnekle\u015fme en k\u00f6kl\u00fc de\u011fi\u015fiklikler olarak dikkati \u00e7ekerken, bu d\u00fczenlemelerin temel unsurlar\u0131na da yer verildi.<\/p>\n<p style=\"text-align: justify;\"><strong>K\u0131dem tazminat\u0131 fonda toplanacak<\/strong><\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye&#8217;nin mevcut yap\u0131s\u0131 ile OECD i\u00e7indeki en kat\u0131 \u00e7al\u0131\u015fma mevzuat\u0131na sahip oldu\u011fu belirtilen strateji belgesinde k\u0131dem tazminat\u0131 uygulamas\u0131n\u0131n i\u015fletmeler a\u00e7\u0131s\u0131ndan y\u00fcksek maliyetli oldu\u011fu ve kay\u0131td\u0131\u015f\u0131na y\u00f6neltti\u011fi; i\u015f\u00e7i a\u00e7\u0131s\u0131ndan ise istifa dilek\u00e7eli i\u015fe ba\u015flatma gibi mevzuat ihlallerine yol a\u00e7t\u0131\u011f\u0131 kaydedildi. Ayr\u0131ca \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan i\u015f\u00e7ilerin b\u00fcy\u00fck k\u0131sm\u0131n\u0131n k\u0131dem tazminatlar\u0131n\u0131 alamad\u0131\u011f\u0131 vurguland\u0131.<\/p>\n<p style=\"text-align: justify;\">Bu verilerden yola \u00e7\u0131k\u0131larak Ulusal \u0130stihdam Stratejisi&#8217;nde i\u015fg\u00fcc\u00fc piyasas\u0131n\u0131n rekabet edebilirli\u011fini art\u0131rmak ve i\u015fletmeler \u00fczerindeki mali y\u00fck\u00fc azaltmak amac\u0131yla k\u0131dem tazminat\u0131 sistemi de\u011fi\u015ftirilmesi \u00f6ng\u00f6r\u00fcld\u00fc. K\u0131dem tazminat\u0131 t\u00fcm kay\u0131tl\u0131 i\u015f\u00e7ilerin eri\u015febilece\u011fi bireysel hesaba dayal\u0131 mali a\u00e7\u0131dan s\u00fcrd\u00fcr\u00fclebilir bir K\u0131dem Tazminat\u0131 Fonu&#8217;nda toplanacak. Mevcut i\u015f\u00e7ilerin kazan\u0131lm\u0131\u015f haklar\u0131 aynen korunacak. K\u0131dem tazminat\u0131na sadece i\u015fveren prim yat\u0131racak. Prim oranlar\u0131 i\u015fverenlerin mevcut k\u0131dem tazminat\u0131 y\u00fck\u00fcnden fazla olmayacak.<\/p>\n<p style=\"text-align: justify;\">Ge\u00e7ici olarak k\u0131dem tazminat\u0131 fonuna \u0130\u015fsizlik Sigortas\u0131 Fonundan kaynak aktar\u0131lacak. 10 y\u0131l k\u0131demi olan i\u015f\u00e7iler, k\u0131dem tazminat\u0131 hesaplar\u0131ndan k\u0131smen para \u00e7ekebilecek. Bakiyeler ise emeklilikte \u00f6denecek. Strateji belgesinde, halen 1 y\u0131l i\u00e7in 1 \u00fccret tutar\u0131nda olan k\u0131dem tazminat\u0131 i\u00e7in \u00e7ok iddial\u0131 bir hedefe de yer verildi. K\u0131dem miktar\u0131n\u0131n uzun vadede OECD ortalamas\u0131na indirilmesi de \u00f6ng\u00f6r\u00fcl\u00fcyor. K\u0131dem tazminat\u0131n\u0131n miktar\u0131 OECD ortalamas\u0131 20 y\u0131l i\u00e7in 6 ay d\u00fczeyinde bulunuyor.<\/p>\n<p style=\"text-align: justify;\"><strong>Esnek \u00e7al\u0131\u015fman\u0131n \u00f6n\u00fc a\u00e7\u0131lacak<\/strong><\/p>\n<p style=\"text-align: justify;\">Son d\u00f6nemde \u00f6zellikle vetolu \u00f6zel istihdam b\u00fcrolar\u0131n\u0131n ge\u00e7ici i\u015f ili\u015fkisi kurmas\u0131 yasas\u0131 ile iyice g\u00fcndeme giren ve i\u015fverenlerin yo\u011fun taleplerine, i\u015f\u00e7i kanad\u0131n\u0131n ise itirazlar\u0131na neden olan esnekle\u015fme, Ulusal \u0130stihdam Stratejisi i\u00e7indeki en kapsaml\u0131 d\u00fczenleme olarak \u00f6ne \u00e7\u0131kt\u0131. Avrupa&#8217;da uygulanan esnek i\u015f modellerinin tamam\u0131n\u0131n g\u00fcvenceli esneklik kavram\u0131 alt\u0131nda T\u00fcrk sistemine ta\u015f\u0131nmas\u0131 \u00f6nerilirken, bu yap\u0131n\u0131n istihdam\u0131n art\u0131r\u0131lmas\u0131nda anahtar rol oynayaca\u011f\u0131 vurgusu yap\u0131ld\u0131. Kanunlarda varolan esnek \u00e7al\u0131\u015fma modellerinin T\u00fcrkiye&#8217;de yayg\u0131nla\u015fmama nedenlerinin incelendi\u011fi Stratejide, kay\u0131td\u0131\u015f\u0131 istihdam\u0131n y\u00fcksekli\u011fi ve i\u015f\u00e7ilerin yasal s\u00fcreden fazla \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131, k\u0131smi s\u00fcreli \u00e7al\u0131\u015fma ve belirli s\u00fcreli \u00e7al\u0131\u015fman\u0131n sosyal g\u00fcvenli\u011fin genel kurallar\u0131na tabi olmas\u0131, belirli s\u00fcreli i\u015f s\u00f6zle\u015fmelerinin \u00fcst \u00fcste yap\u0131lamamas\u0131 olarak s\u0131raland\u0131.<\/p>\n<p style=\"text-align: justify;\"><strong>4 ay deneme s\u00fcresi<\/strong><\/p>\n<p style=\"text-align: justify;\">Stratejide belirli s\u00fcreli i\u015f s\u00f6zle\u015fmelerinin esasl\u0131 bir neden olmad\u0131k\u00e7a zincirleme yap\u0131lamamas\u0131 ko\u015fulu kald\u0131r\u0131l\u0131yor. Belirli s\u00fcreli \u00e7al\u0131\u015fma 25 ya\u015f alt\u0131 i\u00e7in daha da kolayla\u015ft\u0131r\u0131lacak. Tart\u0131\u015fmal\u0131 \u00f6zel istihdam b\u00fcrolar\u0131n\u0131n ge\u00e7i istihdam b\u00fcrolar\u0131 olarak faaliyette bulunmas\u0131 d\u00fczenlemesi yap\u0131lacak. Yasal hak g\u00fcvencesi &#8220;E\u015fit Muamele \u0130lkesine&#8221; g\u00f6re verilecek. \u0130\u015f payla\u015f\u0131m\u0131, esnek zaman modeli, uzaktan \u00e7al\u0131\u015fma gibi esnek \u00e7al\u0131\u015fma bi\u00e7imleri i\u00e7in gerekli yasal d\u00fczenlemeler yap\u0131lacak. Gen\u00e7lerin i\u015fe giri\u015flerini kolayla\u015ft\u0131rmak i\u00e7in 25 ya\u015f alt\u0131ndakilere 4 ay s\u00fcreyle deneme \u00e7al\u0131\u015fmas\u0131 imkan\u0131 tan\u0131nacak. Haftal\u0131k yasal \u00e7al\u0131\u015fma s\u00fcresinin a\u015f\u0131lmamas\u0131 i\u00e7in denetim s\u0131k\u0131la\u015ft\u0131r\u0131lacak.<\/p>\n<p style=\"text-align: justify;\"><strong>B\u00f6lgesel asgari \u00fccret uygulamas\u0131 geliyor<\/strong><\/p>\n<p style=\"text-align: justify;\">\u0130stihdam Stratejisinin esnekle\u015fme ba\u015fl\u0131\u011f\u0131 alt\u0131nda \u00f6nerdi\u011fi bir ba\u015fka kapsaml\u0131 d\u00fczenleme ise b\u00f6lgesel asgari \u00fccret oldu. Halen 26 olarak belirlenen ve kalk\u0131nma ajanslar\u0131 ile te\u015fvik sisteminin \u00fczerine in\u015fa edildi\u011fi D\u00fczey 2 istatistik s\u0131n\u0131flamas\u0131na g\u00f6re b\u00f6lgesel asgari \u00fccret belirlenebilmesi d\u00fczenlemesi \u00f6nerildi. Buna g\u00f6re, i\u015fverenler b\u00f6lgesel asgari \u00fccrete g\u00f6n\u00fcll\u00fc olarak uyabilecek. B\u00f6lgesel asgari \u00fccreti \u201cyerel akt\u00f6rler\u201d belirleyecek. H\u00fck\u00fcmet, b\u00f6lgesel asgari \u00fccrete alt ve \u00fcst s\u0131n\u0131r belirleyecek. Asgari \u00fccret belirleme ya\u015f s\u0131n\u0131r\u0131 tek olacak ve 18 ya\u015f\u0131ndan b\u00fcy\u00fck herkes i\u00e7in uygulanacak.<\/p>\n<p style=\"text-align: justify;\">G\u00fcvenceli esneklik i\u00e7in esnek \u00e7al\u0131\u015fma modellerinin emeklilik, i\u015fsizlik \u00f6dene\u011fi gibi sosyal haklar\u0131ndan yararlanmas\u0131 i\u00e7in \u00e7al\u0131\u015fma yap\u0131lacak. Esnek \u00e7al\u0131\u015fmada ge\u00e7en ve primleri \u00f6denmeyen s\u00fcreler i\u00e7in, normal \u00e7al\u0131\u015fma bi\u00e7imine ge\u00e7ildikten sonra bor\u00e7lanma hakk\u0131 ve iste\u011fe ba\u011fl\u0131 i\u015fsizlik sigortas\u0131 hakk\u0131 tan\u0131nacak. \u00c7al\u0131\u015fma s\u00fcreleri a\u00e7\u0131s\u0131ndan esnek bir \u015fekilde \u00e7al\u0131\u015fanlara, \u00e7al\u0131\u015fmad\u0131klar\u0131 s\u00fcrelerde e\u011fitimler verilecek ve bu kapsamda \u0130\u015fsizlik Sigortas\u0131 Fonu&#8217;ndan \u0130\u015eKUR&#8217;a kaynak aktar\u0131lacak.<\/p>\n<p style=\"text-align: justify;\"><strong>Mesleki e\u011fitim \u00f6zel sekt\u00f6re devredilecek<\/strong><\/p>\n<p style=\"text-align: justify;\">Yap\u0131sal d\u00f6n\u00fc\u015f\u00fcm i\u00e7in e\u011fitim ile istihdam\u0131n g\u00fc\u00e7l\u00fc bir ili\u015fki i\u00e7inde olmas\u0131 gerekti\u011fi vurguland\u0131. Ulusal meslek standartlar\u0131n\u0131n 2012 sonuna kadar belirlenmesi hedeflendi. Bu kapsamda, okul \u00f6ncesi e\u011fitimin ve dezavantajl\u0131 gruplara y\u00f6nelik e\u011fitimin g\u00fc\u00e7lendirilmesi, mesleki e\u011fitimin kademeli olarak \u00f6zel sekt\u00f6re ve\/veya yerel akt\u00f6rlere b\u0131rak\u0131lmas\u0131, il \u00f6zel idarelerinin gelirlerinin y\u00fczde 5&#8217;ini mesleki e\u011fitime ay\u0131rmas\u0131 planland\u0131. E\u011fitim ve i\u015fg\u00fcc\u00fc piyasas\u0131 aras\u0131ndaki uyumun art\u0131r\u0131lmas\u0131 i\u00e7in ise mesleki e\u011fitim-\u00f6\u011fretim kurumlar\u0131n\u0131n akreditasyon sistemine ge\u00e7mesi, staj sisteminin iyile\u015ftirilmesi \u00f6nerildi. Aktif i\u015fg\u00fcc\u00fc politikalar\u0131 i\u00e7in ise analizlerin iyile\u015ftirilmesi, \u0130\u015e-KUR&#8217;un kurumsal kapasitesinin art\u0131r\u0131lmas\u0131 kararla\u015ft\u0131r\u0131ld\u0131. Topluma giri\u015fimcilik k\u00fclt\u00fcr\u00fc verilmesi, orta \u00f6\u011fretime inovasyon ve giri\u015fimcilik e\u011fitimi eklenmesi planland\u0131.<\/p>\n<p style=\"text-align: justify;\"><strong>Kad\u0131nlara \u00e7ocuk bak\u0131m deste\u011fi<\/strong><\/p>\n<p style=\"text-align: justify;\">Kad\u0131n istihdam\u0131n\u0131n ve kad\u0131nlar\u0131n i\u015f piyasas\u0131na giri\u015finin art\u0131r\u0131lmas\u0131 hedeflenen strateji belgesinde, \u00f6zellikle \u00e7ocuklu kad\u0131nlara kre\u015f deste\u011fi ve g\u00fcnd\u00fcz bak\u0131m\u0131 i\u00e7in kupon verilmesi planlar\u0131 dikkat \u00e7ekti. Bu kapsamda, \u00e7ocuk bak\u0131m hizmeti sa\u011flayan i\u015fyerlerine te\u015fvik verilecek ve \u00e7ocu\u011fu olan ailelere bak\u0131m yard\u0131m\u0131 \u00f6denecek. Ailelere gelir durumlar\u0131 ve \u00e7ocuk say\u0131s\u0131na g\u00f6re \u00e7ocuk bak\u0131m kuponu verilmesi de alternatif olarak de\u011ferlendirilecek.<\/p>\n<p style=\"text-align: justify;\">\u0130\u015fverenler i\u015fyerinde \u00e7ocuk bak\u0131m hizmeti verdi\u011fi takdirde bunu gider yazabilecek. Temizlik\u00e7i kad\u0131nlar kay\u0131tl\u0131 hale getirilecek. \u0130\u015fyerinde kad\u0131nlara cinsel tacizde AB standartlar\u0131 uygulanacak. \u015eiddet ma\u011fduru kad\u0131nlar, 1 y\u0131ldan az h\u00fck\u00fcm giymi\u015f kad\u0131nlar, kocas\u0131 \u00f6lm\u00fc\u015f veya bo\u015fanm\u0131\u015f kad\u0131nlara \u00f6zel \u00f6nem verilecek.
