Bug\u00fcne kadar 828 milyon lira harcanan, ancak in\u015faatlar\u0131nda a\u011fa\u00e7lar\u0131n boy att\u0131\u011f\u0131 metronun yar\u0131m kalan in\u015faatlar\u0131 t\u00f6renle Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131\u2019na devredildi.<\/p>\n<p style=\"text-align: justify;\">ANAP\u2019l\u0131 Ba\u015fkan Mehmet Alt\u0131nsoy d\u00f6neminde ihale edilen, Murat Karayal\u00e7\u0131n d\u00f6neminde ihale modeli de\u011fi\u015ftirilerek temeli at\u0131lan Ankara Metrosu\u2019nun yeni hatlar\u0131n\u0131n hizmete girmesi G\u00f6k\u00e7ek\u2019in ba\u015fkanl\u0131\u011f\u0131 d\u00f6neminde tam bir y\u0131lan hikayesine d\u00f6nd\u00fc. 17 y\u0131ll\u0131k Ankara B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 d\u00f6neminde bir ad\u0131m ileri gidemeyen, her yerel se\u00e7imde bitirme s\u00f6z\u00fc veren G\u00f6k\u00e7ek, bir istasyon bile a\u00e7amad\u0131. \u00dcstelik, kaz\u0131s\u0131 yap\u0131lan metro in\u015faatlar\u0131ndaa\u011fa\u00e7lar boy att\u0131, \u00e7ukurlar\u0131 fare yuvas\u0131na d\u00f6nd\u00fc.<\/p>\n<p style=\"text-align: justify;\"><strong>BAKANLIK B\u0130T\u0130RECEK<\/strong><\/p>\n<p style=\"text-align: justify;\">Bitiremedi\u011fi metro in\u015fat\u0131n\u0131 Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131\u2019n\u0131n bitirmesi \u00f6nerisi ise yine G\u00f6k\u00e7ek\u2019ten geldi. Ba\u015fbakan Erdo\u011fan ile g\u00f6r\u00fc\u015fen ve \u201ckaynak yetersizli\u011fini\u201d gerek\u00e7e g\u00f6stererek \u00f6zel olarak talepte bulunan G\u00f6k\u00e7ek\u2019in bu talebini Ba\u015fbakan geri \u00e7evirmedi. Meclis\u2019te Karayollar\u0131 Kanun Tasar\u0131s\u0131\u2019na AKP\u2019nin \u00f6nergesiyle eklenen bir maddeyle, b\u00fcy\u00fck\u015fehir belediyelerinin tamamlayamad\u0131klar\u0131 metro ve rayl\u0131 sistem projelerini bakanl\u0131\u011f\u0131n tamamlamas\u0131n\u0131 \u00f6ng\u00f6r\u00fcld\u00fc. Muhalefetin tepkisine ra\u011fmen yasala\u015fan d\u00fczenlemeyle birlikte Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 Ankara ve \u0130stanbul metrosu in\u015faatlar\u0131nda s\u00f6z sahibi oldu. Bakanl\u0131k, bug\u00fcne kadar 828 milyon TL harcanan Ankara metrosu i\u00e7in yakla\u015f\u0131k 3.1 milyar TL daha harcayarak iki y\u0131lda metro in\u015faatlar\u0131n\u0131 bitirecek. Devredilen Ankara metrolardan 16.5 kilometre uzunlu\u011fundaki K\u0131z\u0131lay-\u00c7ayyolu hatt\u0131n\u0131n y\u00fczde 92.31\u2019inin, 15 kilometre uzunlu\u011fundaki Bat\u0131kent-Sincan metrosunun y\u00fczde 71.78\u2019inin, 9.2 kilometrelik Tando\u011fan-Ke\u00e7i\u00f6ren metrosunun ise y\u00fczde 41.03\u2019\u00fcn\u00fcn bitirildi\u011fi belirtildi. Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 ayr\u0131ca, \u0130stanbul B\u00fcy\u00fck\u015fehir belediyesinin \u0130kitelli metro projesini de devralacak. Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131, \u0130stanbul ve Ankara\u2019da belediyelerin yerine tamamlayaca\u011f\u0131 toplam 7 metro in\u015faat\u0131, \u00f6ncelikli yat\u0131r\u0131mlar aras\u0131na ald\u0131\u011f\u0131 metro in\u015faatlar\u0131na ba\u015flad\u0131\u011f\u0131nda gerekli kayna\u011f\u0131 b\u00fct\u00e7eden alacak. Belediyeler de metro bittikten sonra i\u015fletme gelirlerinin belirlenen miktar\u0131n\u0131 Hazine\u2019ye aktaracak.<\/p>\n<p style=\"text-align: justify;\"><strong>ANKARA\u2019NIN METROSU<\/strong><\/p>\n<p style=\"text-align: justify;\">Ankara\u2019daki metronun ilk proje \u00e7al\u0131\u015fmalar\u0131, 1982 y\u0131l\u0131nda ba\u015flad\u0131. Yap-\u0130\u015flet-Devret (Y\u0130D) modeliyle tamam\u0131 d\u0131\u015f kredi ile kar\u015f\u0131lanmas\u0131 \u015fart\u0131yla 1987 y\u0131l\u0131 DPT yat\u0131r\u0131m program\u0131nda yer alan metro, 1988 y\u0131l\u0131nda ihale edildi. Y\u0130D modelinin uygulanabilir olmad\u0131\u011f\u0131 gerek\u00e7esiyle, proje Eyl\u00fcl 1991\u2019de Ba\u015fkan Murat Karayal\u00e7\u0131n taraf\u0131ndan anahtar teslimi sistemine d\u00f6n\u00fc\u015ft\u00fcr\u00fcld\u00fc. Belediye, metronun yap\u0131m s\u00f6zle\u015fmesini 18 Aral\u0131k 1992\u2019de UTDC konsorsiyumu ve yerli orta\u011f\u0131 Gama-G\u00fcri\u015f ile imzalad\u0131. S\u00f6zle\u015fmeye g\u00f6re, 1996 y\u0131l\u0131 sonlar\u0131nda hizmete girmesi planlanan, ancak bir y\u0131l geciken Metro, K\u0131z\u0131lay, S\u0131hh\u0131ye, Ulus, K\u00fclt\u00fcr Merkezi, Akk\u00f6pr\u00fc, \u0130vedik, Yenimahalle, Demetevler, Hastane, Macunk\u00f6y, Ostim ve Bat\u0131kent istasyonlar\u0131ndan olu\u015fuyor.
