Raporda, &#8220;\u00d6zellikle arama-kurtarma boyutunda devletin topyek\u00fcn seferber olmas\u0131na ra\u011fmen, istenen netice al\u0131namam\u0131\u015f ve a\u011f\u0131r bir kamu hizmet kusuru ortaya \u00e7\u0131km\u0131\u015ft\u0131r&#8221; denildi.<\/p>\n<p style=\"text-align: justify;\">(DHA) &#8212; 25 Mart 2009 tarihinde BBP Genel Ba\u015fkan\u0131 Muhsin Yaz\u0131c\u0131o\u011flu ile beraberindeki 5 ki\u015finin hayatlar\u0131n\u0131 kaybetti\u011fi kaza ile ilgili, Devlet Denetleme Kurulu taraf\u0131ndan y\u00fcr\u00fct\u00fclen \u00e7al\u0131\u015fma tamamland\u0131. <!--more--><\/p>\n<p style=\"text-align: justify;\">\u00c7al\u0131\u015fma neticesinde haz\u0131rlanan rapor Cumhurba\u015fkanl\u0131\u011f\u0131 internet sitesinden a\u00e7\u0131kland\u0131.<\/p>\n<p style=\"text-align: justify;\"><strong>RAPORUN \u00d6ZET\u0130 <\/strong><\/p>\n<p style=\"text-align: justify;\">\u201c\u00c7al\u0131\u015fmada esas itibariyle \u00fc\u00e7 temel husus \u00fczerinde durulmu\u015ftur.<\/p>\n<p style=\"text-align: justify;\">\u00b7 Bunlardan ilki, kaza sonras\u0131nda y\u00fcr\u00fct\u00fclen arama ve kurtarma faaliyetlerinin etkinli\u011finin de\u011ferlendirilmesi ve s\u00f6z konusu faaliyetlerin y\u00fcr\u00fct\u00fclmesi esnas\u0131nda ya\u015fanan s\u0131k\u0131nt\u0131 ve gecikmelerin ara\u015ft\u0131r\u0131lmas\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">\u00b7 \u0130kinci husus ise konunun uzmanlar\u0131ndan olu\u015facak teknik bir \u00e7al\u0131\u015fma komisyonu marifetiyle bahsi ge\u00e7en kazan\u0131n nedenlerinin belirlenmesi ile ilgili olarak y\u00fcr\u00fct\u00fclen teknik inceleme ve \u00e7al\u0131\u015fmalar\u0131n yeterlili\u011finin ara\u015ft\u0131r\u0131lmas\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">\u00b7 Her iki hususun de\u011ferlendirilmesi sonucunda, bundan b\u00f6yle benzer kazalar\u0131n \u00f6nlenmesi ve kaza sonras\u0131 y\u00fcr\u00fct\u00fclen i\u015flemler hususunda al\u0131nmas\u0131 gereken tedbirlerin belirlenmesi de, i\u015f bu \u00e7al\u0131\u015fman\u0131n \u00fc\u00e7\u00fcnc\u00fc ve tamamlay\u0131c\u0131 boyutunu olu\u015fturmaktad\u0131r. \u00d6zetle, gerek kaza nedeninin belirlenmesi gerekse arama-kurtarma faaliyetlerine ili\u015fkin \u00fclkemizin mevzuat, idari ve teknik kapasite ve yeteneklerinin uluslararas\u0131 d\u00fczenlemeler ve uygulamalar kar\u015f\u0131s\u0131nda yeterli olmad\u0131\u011f\u0131 ve mevcut kaynaklar\u0131n da etkin bir \u015fekilde \u00f6rg\u00fctlendirelemedi\u011fi\/de\u011ferlendirilemedi\u011fi anla\u015f\u0131lmaktad\u0131r. Bu ba\u011flamda, \u00f6zellikle arama-kurtarma boyutunda Devletin topyekun seferber olmas\u0131na ra\u011fmen; istenen netice al\u0131namam\u0131\u015f ve a\u011f\u0131r bir kamu hizmet kusuru ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Her ne kadar arama-kurtarma \u00e7al\u0131\u015fmalar\u0131 \u00e7ok zor hava ve co\u011frafi \u015fartlarda ger\u00e7ekle\u015ftirilmi\u015f olsa da; arama-kurtarma faaliyetlerinin tasar\u0131m\u0131nda mevcut olan sorunlar\u0131n bireysel hata ve eksiklikler ile birle\u015ferek kamu y\u00f6netiminde \u00f6nemli bir zaafiyete neden oldu\u011fu g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p style=\"text-align: justify;\"><strong>Kaza nedeni <\/strong><\/p>\n<p style=\"text-align: justify;\">\u00b7 Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131 Kaza Soru\u015fturma Kurulu ve bu kapsamda di\u011fer kurulu\u015f\/firmalar\u0131n kullanm\u0131\u015f olduklar\u0131 inceleme metotlar\u0131 ve uygulad\u0131klar\u0131 test prosed\u00fcrlerinin mevzuata ve teknik icaplara uygun oldu\u011fu de\u011ferlendirilmi\u015f ve kaza ara\u015ft\u0131rma raporu b\u00fcnyesinde birtak\u0131m eksiklikler bulunmakla beraber; bu eksiklikler Devlet Denetleme Kurulu&#8217;nun \u00e7al\u0131\u015fmalar\u0131 ile b\u00fcy\u00fck \u00f6l\u00e7\u00fcde giderildi\u011finden yeniden kaza ara\u015ft\u0131rma kurulu olu\u015fturulmas\u0131n\u0131n ek bir fayda sa\u011flamayaca\u011f\u0131 sonu\u00e7 ve kanaatine var\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">\u00b7 Tahmini kaza an\u0131nda, kaza mahallinde farkl\u0131 hava olaylar\u0131na m\u00fcsait ve ani olarak de\u011fi\u015fen meteorolojik ko\u015fullar mevcut oldu\u011fundan, s\u00f6z konusu ko\u015fullar\u0131n VFR (g\u00f6rerek u\u00e7u\u015flar) u\u00e7u\u015flar i\u00e7in muhtemel bir kaza nedeni olu\u015fturabilece\u011fi anla\u015f\u0131lm\u0131\u015ft\u0131r. Ba\u015fka bir deyi\u015fle, TC-HEK helikopter kazas\u0131nda; \u00e7evresel \u015fartlara ba\u011fl\u0131 olarak pilotun oryantasyon kayb\u0131n\u0131n muhtemel kaza nedeni olarak de\u011ferlendirilebilece\u011fi d\u00fc\u015f\u00fcn\u00fclmektedir. Bu durum, KSK taraf\u0131ndan belirlenen muhtemel kaza nedeninin ge\u00e7erlili\u011fini devam ettirdi\u011fini g\u00f6stermektedir.<\/p>\n<p style=\"text-align: justify;\">\u00b7 \u00d6te yandan, s\u00f6z konusu muhtemel kaza nedeni yan\u0131 s\u0131ra; \u00e7al\u0131\u015fma kapsam\u0131nda ilk kez varl\u0131\u011f\u0131 tespit edilen ve a\u015fa\u011f\u0131da ifade edilen ilave baz\u0131 husus ve bulgular\u0131n da \u201cmuhtemel kaza nedeni\u00f6 olarak de\u011ferlendirilmesi ve ara\u015ft\u0131r\u0131lmas\u0131 gerekti\u011fi tespit edilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">&#8211; Helikopter enkaz\u0131ndan, helikopterin kaza \u00f6ncesine ili\u015fkin irtifa ve g\u00fczergah gibi kaza nedeninin belirlenmesine yard\u0131mc\u0131 olabilecek ilave u\u00e7u\u015f bilgilerini sa\u011flayabilece\u011fi de\u011ferlendirilen ARGUS 5000 CE ve SKYMAP IIIC GPS cihazlar\u0131n\u0131n kaza mahallinden yok olmas\u0131\/\u00e7al\u0131nmas\u0131,<\/p>\n<p style=\"text-align: justify;\">&#8211; Pilot ve yolcular\u0131n kanlar\u0131nda sebebi a\u00e7\u0131klanamayan y\u00fcksek oranlarda karbonmonoksit gaz\u0131 bulunmas\u0131 ile adli t\u0131p uygulamalar\u0131ndaki baz\u0131 d\u00fczensizlikler ve pilotun sa\u011fl\u0131k durumu hakk\u0131nda tespit edilen baz\u0131 yeni bilgiler,<\/p>\n<p style=\"text-align: justify;\">&#8211; Transponderi a\u00e7\u0131k olmayan veya al\u00e7aktan u\u00e7tu\u011fu d\u00fc\u015f\u00fcn\u00fclen baz\u0131 hava ara\u00e7lar\u0131n\u0131n kaza an\u0131 ve mahallindeki hareketliliklerinin varl\u0131\u011f\u0131 ve yukar\u0131da bahsedilen cihazlar\u0131n kaza mahallinden yok olmas\u0131\/\u00e7al\u0131nmas\u0131.<\/p>\n<p style=\"text-align: justify;\">\u00b7 S\u00f6z konusu hususlar ile arama-kurtarma faaliyetlerinde ya\u015fanan bilgi kirlili\u011fi ile T\u0130B taraf\u0131ndan \u00fcretilen tek bilimsel veri \u00e7er\u00e7evesinde belirlenen kaza yerine ili\u015fkin koordinatlarda hi\u00e7 arama yap\u0131lmamas\u0131na ili\u015fkin ciddi ihmal ve eksiklikler birlikte d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, s\u00f6z konusu hususlar aras\u0131nda illiyet ba\u011f\u0131 olabilece\u011fi g\u00f6zetilerek mutlaka Cumhuriyet Savc\u0131l\u0131\u011f\u0131nca DDK\u2019nin sahip olmad\u0131\u011f\u0131 yetki ve y\u00f6ntemlerle mezkur yeni muhtemel kaza nedenlerinin ara\u015ft\u0131r\u0131lmas\u0131n\u0131n gerekti\u011fi sonucuna var\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Arama-kurtarma faaliyetleri <\/strong><\/p>\n<p style=\"text-align: justify;\">\u00b7 Arama-kurtarma faaliyetlerinin y\u00fcr\u00fct\u00fclmesi esnas\u0131nda \u00f6nemli e\u015fg\u00fcd\u00fcm sorunlar\u0131 ile ciddi d\u00fczeyde ihmal ve eksiklikler belirlenmi\u015ftir. Bu kapsamda, y\u00fcr\u00fcrl\u00fckteki T\u00fcrk Arama Kurtarma Y\u00f6netmeli\u011finin ihtiyac\u0131 kar\u015f\u0131lamad\u0131\u011f\u0131 ve e\u015fg\u00fcd\u00fcm sorunlar\u0131n\u0131 \u00e7\u00f6zemedi\u011fi; a\u015f\u0131r\u0131 dikey yap\u0131lanma nedeniyle yetki ve g\u00f6rev tan\u0131mlamalar\u0131nda belirsizliklere yol a\u00e7\u0131ld\u0131\u011f\u0131; b\u00f6ylece, e\u015fg\u00fcd\u00fcm ve icra faaliyetlerinin i\u00e7ice girmesi nedeniyle hangi birimin hangi i\u015flevi yerine getirece\u011fi hususunun netle\u015ftirilemedi\u011fi ve buna uygun idari ve teknik kapasitelerin l\u00fczumlu birimlerde olu\u015fturulamad\u0131\u011f\u0131 ve sivil ve askeri unsurlar\u0131n e\u015fg\u00fcd\u00fcm i\u00e7erisinde \u00e7al\u0131\u015fmalar\u0131na olanak sa\u011flayamad\u0131\u011f\u0131 tespit edilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">\u00b7 Bu durum, kazazedelerin telefon sinyallerinin kim taraf\u0131ndan de\u011ferlendirilece\u011fi, kaza yerinin kim taraf\u0131ndan belirlenece\u011fi ve nas\u0131l de\u011ferlendirilece\u011fi, kazazedelerin portatif anten kullan\u0131mlar\u0131n\u0131n nas\u0131l sa\u011flanaca\u011f\u0131 gibi en kritik hususlar\u0131n bile yap\u0131lamamas\u0131na ve arama-kurtarma faaliyetlerinde \u00f6nemli ihmal ve eksikliklerin ortaya \u00e7\u0131kmas\u0131na neden olmu\u015ftur.<\/p>\n<p style=\"text-align: justify;\">\u00b7 Arama kurtarma \u00e7al\u0131\u015fmalar\u0131nda eldeki imkanlar (Binlerce asker, sivil savunma ekibi, korucu ve di\u011fer vatanda\u015flar) etkinlikle kullan\u0131lmam\u0131\u015f olup eldeki tek bilimsel veri olan T\u0130B\u2019den al\u0131nan bilgi ve bu bilgiye dayal\u0131 olarak olu\u015fturulan haritalar, arama kurtarma \u00e7al\u0131\u015fmalar\u0131nda dikkate al\u0131nmam\u0131\u015ft\u0131r. Bu bilgi ve haritalar \u0130l Valisi ve \u0130\u00e7i\u015fleri Bakan\u0131 ile payla\u015f\u0131lmam\u0131\u015f ve aramalar b\u00fcy\u00fck oranda g\u00f6rg\u00fc \u015fahitlerince bildirilen ve do\u011frulu\u011fu yeterince ara\u015ft\u0131r\u0131lmayan yanl\u0131\u015f alan ve yerlerde yap\u0131lm\u0131\u015ft\u0131r. Bu esnada, helikopter enkaz\u0131n\u0131n Karayakup b\u00f6lgesinde oldu\u011funa ili\u015fkin g\u00f6rg\u00fc \u015fahitlerinin beyanlar\u0131 ile di\u011fer g\u00f6revlilerin ikazlar\u0131n\u0131n da yeterince dikkate al\u0131nmad\u0131\u011f\u0131 ve T\u0130B verileri ile birlikte de\u011ferlendirmesinin yap\u0131lmad\u0131\u011f\u0131 g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n<p style=\"text-align: justify;\">25.03.2009-27.03.2009 tarihleri aras\u0131ndaki arama kurtarma \u00e7al\u0131\u015fmalar\u0131 birlikte de\u011ferlendirildi\u011finde;enkaz\u0131n bulundu\u011fu en muhtemel yer olan Karayakup tepesinin hi\u00e7 aranmad\u0131\u011f\u0131; amat\u00f6r bir TRAC g\u00f6revlisinin internet \u00fczerinde muhtemel enkaz yeri diye i\u015faretledi\u011fi b\u00f6lgenin dokuz kez aranm\u0131\u015f oldu\u011fu; Il\u0131ca, Hac\u0131budak, Kurucaova ile Sisne mezras\u0131n\u0131n g\u00fcney b\u00f6lgelerinde y\u00fczlerce km\u00b2 alan\u0131n gereksiz yere aranm\u0131\u015f oldu\u011fu ve sonu\u00e7ta enkaz\u0131n \u201ckendiliklerinden aramaya \u00e7\u0131kan 17 k\u00f6yl\u00fc vatanda\u015f&#8221; taraf\u0131ndan bulundu\u011fu anla\u015f\u0131lm\u0131\u015ft\u0131r.&#8221;<\/p>\n<p style=\"text-align: justify;\"><strong>Enkaza 47 saattte ula\u015f\u0131ld\u0131 <\/strong><\/p>\n<p style=\"text-align: justify;\">Helikopter kazas\u0131nda BBP lideri Muhsin Yaz\u0131c\u0131o\u011flu, \u0130HA muhabiri \u0130smail G\u00fcne\u015f ve pilot Kaya \u0130stek tepe d\u0131\u015f\u0131nda, BBP Sivas \u0130l Ba\u015fkan\u0131 Erhan \u00dcst\u00fcnda\u011f, BBP Sivas \u0130l Ba\u015fkan Yard\u0131mc\u0131s\u0131 Y\u00fcksel Yanc\u0131 ve BBP Belediye Meclis \u00dcyesi aday\u0131 Murat \u00c7etinkaya da hayat\u0131n\u0131 kaybetmi\u015fti.<\/p>\n<p style=\"text-align: justify;\">D\u00fc\u015fen helikopterin enkaz\u0131na ise olaydan 47 saat sonra ula\u015f\u0131lm\u0131\u015ft\u0131.<\/p>\n<p style=\"text-align: justify;\"><a href=\"http:\/\/www.cnnturk.com\/2011\/turkiye\/01\/24\/yazicioglu.ile.ilgili.yeni.rapor.hizmet.kusuru\/604336.0\/index.html\" target=\"_blank\"><span style=\"color: #888888;\">CNN T\u00dcRK<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p style=\"text-align: center;\">\n<p style=\"text-align: justify;\">BBP lideri Muhsin Yaz\u0131c\u0131o\u011flu&#8217;nun \u00f6ld\u00fc\u011f\u00fc helikopter kazas\u0131yla ilgili Cumhurba\u015fkanl\u0131\u011f\u0131 DDK raporu a\u00e7\u0131kland\u0131.
