Ders saati azal\u0131yor, teneff\u00fcs s\u00fcresi uzuyor.<\/p>\n<p style=\"text-align: justify;\">18. Milli E\u011fitim \u015euras\u0131\u2019nda, zorunlu e\u011fitim s\u00fcresinin lise dahil 13 y\u0131la \u00e7\u0131kar\u0131lmas\u0131, orta\u00f6\u011fretimde s\u0131n\u0131f ge\u00e7me yerine ders ge\u00e7me sistemi getirilerek okulu erken bitirme olana\u011f\u0131 verilmesi, haftal\u0131k ders saatlerinin azalt\u0131larak teneff\u00fcslerin s\u00fcresinin uzat\u0131lmas\u0131 konular\u0131 komisyon karar\u0131 olarak benimsendi.  \u0130lk\u00f6\u011fretim ve Orta\u00f6\u011fretimin G\u00fc\u00e7lendirilmesi, Orta\u00f6\u011fretime Eri\u015fimin sa\u011flanmas\u0131&#8221; konular\u0131n\u0131 tart\u0131\u015fan komisyon, raporunu tamamlad\u0131. <!--more--><\/p>\n<p style=\"text-align: justify;\">8 y\u0131ll\u0131k zorunlu e\u011fitimin tart\u0131\u015f\u0131ld\u0131\u011f\u0131 komisyonda, &#8220;Geli\u015fim \u00f6zellikleri bak\u0131m\u0131ndan farkl\u0131 d\u00fczeylerdeki \u00f6\u011frencilerin bir arada bulunmas\u0131n\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131 pedagojik sorunlar\u0131n ortadan kald\u0131r\u0131lmas\u0131 i\u00e7in ilk\u00f6\u011fretim okullar\u0131nda 8 y\u0131ll\u0131k zorunlu e\u011fitim, \u00f6\u011frencilerin ya\u015f ve geli\u015fim \u00f6zellikleri dikkate al\u0131narak kademelendirilmeli. Fiziksel mekanlar bu kademelere g\u00f6re \u00f6\u011frencilerin ayr\u0131 alanlarda e\u011fitim g\u00f6rmelerini sa\u011flayacak bi\u00e7imde b\u00f6l\u00fcmlendirilmeli&#8221; \u00f6nerisi kabul edildi.<\/p>\n<p style=\"text-align: justify;\">Komisyon ayr\u0131ca, zorunlu e\u011fitimin s\u00fcresinin lise dahil 13 y\u0131la \u00e7\u0131kar\u0131lmas\u0131 karar\u0131 da ald\u0131. Komisyonda d\u00fcn tart\u0131\u015f\u0131lan &#8220;Milli G\u00fcvenlik dersi m\u00fcfredat\u0131 yenilenmeli, derse bran\u015f \u00f6\u011fretmenleri girmeli&#8221; \u00f6nerisi, &#8220;Milli G\u00fcvenlik dersi m\u00fcfredat\u0131 yenilenmesi ve derse \u00f6\u011fretmenlerin girmesi i\u00e7in yasal d\u00fczenleme yap\u0131lmas\u0131&#8221; \u015feklinde de\u011fi\u015ftirildi.<\/p>\n<p style=\"text-align: justify;\">Komisyonda, \u00f6\u011frencileri sevindirecek baz\u0131 maddeler de kabul edildi. Bu \u00e7er\u00e7evede, orta\u00f6\u011fretimde haftal\u0131k ders saatlerinin azalt\u0131lmas\u0131, teneff\u00fcs s\u00fcresinin uzat\u0131lmas\u0131, orta\u00f6\u011fretimde s\u0131n\u0131f ge\u00e7me yerine ders ge\u00e7me sistemi getirilerek okulu daha erken bitirmeye imkan sa\u011flanmas\u0131&#8221; gibi konularda g\u00f6r\u00fc\u015f birli\u011fine var\u0131ld\u0131.<\/p>\n<p style=\"text-align: justify;\">K\u0131z \u00f6\u011frencilerin okulla\u015fma oranlar\u0131n\u0131n art\u0131r\u0131lmas\u0131n\u0131n da tart\u0131\u015f\u0131ld\u0131\u011f\u0131 komisyonda &#8220;k\u0131z \u00f6\u011frencilerin orta\u00f6\u011fretime devamlar\u0131na ili\u015fkin te\u015fviklerin art\u0131r\u0131lmas\u0131, yeni yat\u0131l\u0131 liseler a\u00e7\u0131lmas\u0131 ve k\u0131z \u00e7ocuklar\u0131n\u0131n okula eri\u015fimi i\u00e7in pozitif ayr\u0131mc\u0131l\u0131k yap\u0131lmas\u0131&#8221; benimsendi.<\/p>\n<p style=\"text-align: justify;\">&#8220;Orta\u00f6\u011fretimde forma yerine k\u0131yafetin serbest olmas\u0131&#8221; konusunun da tart\u0131\u015f\u0131ld\u0131\u011f\u0131 komisyonda, Milli E\u011fitim Bakanl\u0131\u011f\u0131\u2019n\u0131n serbest k\u0131yafet uygulamas\u0131 y\u00f6n\u00fcnde bir \u00e7al\u0131\u015fmas\u0131 bulundu\u011fu belirtilerek, karar al\u0131nmas\u0131na gerek bulunmad\u0131\u011f\u0131 belirtildi.<\/p>\n<p style=\"text-align: justify;\"><strong>-S\u00d6ZLE\u015eMEL\u0130 \u00d6\u011eRETMENL\u0130K-<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00d6\u011fretmenin Yeti\u015ftirilmesi, \u0130stihdam\u0131 ve Mesleki Geli\u015fimi konulu komisyonda da s\u00f6zle\u015fmeli \u00f6\u011fretmenlik uygulamas\u0131 nedeniyle yap\u0131lan tart\u0131\u015fma gerginli\u011fe yol a\u00e7t\u0131.<\/p>\n<p style=\"text-align: justify;\">Komisyonda, \u00f6\u011fretmen adaylar\u0131na y\u00f6nelik Kamu Personeli Se\u00e7me S\u0131nav\u0131\u2019nda veya bununla ilgili yap\u0131lacak s\u0131navlarda, &#8220;\u00d6\u011fretmenlik mesle\u011fiyle ilgili genel k\u00fclt\u00fcr sorular\u0131n\u0131n yan\u0131nda mezun olduklar\u0131 \u00f6zel alanlarla ilgili sorular da y\u00f6neltilmesi&#8221; konusu karara ba\u011fland\u0131.<\/p>\n<p style=\"text-align: justify;\">Komisyon ayr\u0131ca, &#8220;\u00d6\u011fretmenlerin istihdam\u0131nda kullan\u0131lan kadrolu, s\u00f6zle\u015fmeli ve \u00fccretli gibi farkl\u0131 uygulamalar\u0131n kald\u0131r\u0131larak tek bir istihdam modeline ge\u00e7ilmesi, bir perspektif plan \u00e7er\u00e7evesinde \u00f6zendirici y\u00f6ntemlerle personelin kademeli olarak s\u00f6zle\u015fmeli hale getirilmesi&#8221; maddesi de kabul edildi ve komisyon \u00e7al\u0131\u015fmas\u0131 tamamland\u0131.<\/p>\n<p style=\"text-align: justify;\">Bu maddenin komisyondan ge\u00e7mesine kar\u015f\u0131 \u00e7\u0131kan T\u00fcrk E\u011fitim Sen Genel Ba\u015fkan\u0131 \u0130smail Koncuk, &#8220;T\u00fcm \u00f6\u011fretmenlerin s\u00f6zlemeli hale getirilmesi&#8221; uygulamas\u0131n\u0131 kabul etmeyeceklerini belirtti. Koncuk\u2019un, &#8220;Bu yapt\u0131\u011f\u0131n\u0131z haks\u0131zl\u0131k. Milli E\u011fitim Bakanl\u0131\u011f\u0131 b\u00fcrokratlar\u0131 ve \u00f6zel \u00f6\u011fretim kurumlar\u0131 y\u00f6neticilerinin g\u00f6r\u00fc\u015fleri do\u011frultusunda rapor haz\u0131rlan\u0131yor&#8221; s\u00f6zlerine, \u00d6zel \u00d6\u011fretim Kurumlar\u0131 Genel M\u00fcd\u00fcr\u00fc Mehmet K\u00fc\u00e7\u00fck &#8220;Artislik yapma&#8221; \u015feklinde tepki g\u00f6sterdi.<\/p>\n<p style=\"text-align: justify;\">K\u00fc\u00e7\u00fck ve Koncuk birbirlerinin \u00fczerine y\u00fcr\u00fcrken, \u00d6\u011fretmen Yeti\u015ftirme Genel M\u00fcd\u00fcr\u00fc \u00d6mer Bal\u0131bey ile di\u011fer komisyon \u00fcyeleri araya girerek, sakinle\u015ftirmeye \u00e7al\u0131\u015ft\u0131.<\/p>\n<p style=\"text-align: justify;\">\u0130smail Koncuk, tart\u0131\u015fman\u0131n ard\u0131ndan \u015funlar\u0131 s\u00f6yledi: &#8220;Say\u0131n Bakan s\u00f6z vermi\u015fti, s\u00f6zle\u015fmeli \u00f6\u011fretmenlerin kadrolu hale getirilece\u011fi konusunda. Ancak \u00f6\u011fretmenli\u011fin kademeli olarak zaman i\u00e7inde s\u00f6zle\u015fmeli hale getirilmesi teklifini kabul ettiler. Biz de buna tepkimizi ortaya koydu. Biz ilgililerle g\u00f6r\u00fc\u015fme yapt\u0131k, bunu \u015eura Genel Kurul toplant\u0131s\u0131 s\u0131ras\u0131nda kald\u0131rtmaya \u00e7al\u0131\u015faca\u011f\u0131z. \u00d6\u011fretmenlerin haklar\u0131yla ilgili bir karar veriyorsunuz burada \u00f6\u011fretmen yok. \u00d6zel okullar\u0131n yetkilileri, \u00f6zel okullar\u0131n m\u00fcd\u00fcrleri, akademisyenler benim \u00f6\u011fretmenimin s\u00f6zle\u015fmeli \u00f6\u011fretmen olmas\u0131na karar veriyor. B\u00f6yle bir demokrasi anlay\u0131\u015f\u0131na sayg\u0131 duymam. Benim bunlar\u0131 k\u0131nama hakk\u0131m var ve k\u0131nad\u0131m.&#8221;<\/p>\n<p style=\"text-align: justify;\">Koncuk, tart\u0131\u015fman\u0131n ard\u0131ndan Mehmet K\u00fc\u00e7\u00fck ile g\u00f6r\u00fc\u015ft\u00fcklerini belirterek, &#8220;Bunu uzatmak bize yak\u0131\u015fmaz. G\u00f6r\u00fc\u015ft\u00fck, bar\u0131\u015ft\u0131k, hatta \u00f6p\u00fc\u015ft\u00fck. \u0130\u015fi d\u00fczelttik.
