T\u00f6rene, s\u00f6zle\u015fmeye imza atan Ula\u015ft\u0131rma Bakan\u0131 Binali Y\u0131ld\u0131r\u0131m, Nurol, \u00d6zalt\u0131n, Makyol, Astald\u0131, Y\u00fcksel ve G\u00f6k\u00e7ay firmalar\u0131n\u0131n temsilcileri kat\u0131ld\u0131.<\/p>\n<p style=\"text-align: justify;\">Bakan Y\u0131ld\u0131r\u0131m, a\u00e7\u0131l\u0131\u015fta yapt\u0131\u011f\u0131 konu\u015fmada, projenin kamu, \u00f6zel sekt\u00f6r ortakl\u0131\u011f\u0131yla yap\u0131ld\u0131\u011f\u0131n\u0131 belirterek, &#8220;Proje, T\u00fcrkiye Cumhuriyeti tarihinde Yap-\u0130\u015flet-Devret modeliyle bir seferde yap\u0131lan en b\u00fcy\u00fck projedir. Projenin, milletimize, devletimize ve ge\u00e7ti\u011fi g\u00fczergahtaki illerimize hay\u0131rl\u0131 olmas\u0131n\u0131 diliyoruz&#8221; dedi.<\/p>\n<p style=\"text-align: justify;\">Proje ile ayn\u0131 zamanda hem T\u00fcrkiye\u2019nin Avrupa Birli\u011fi altyap\u0131s\u0131na entegrasyonunu sa\u011flayaca\u011f\u0131n\u0131 hem de yap\u0131m s\u00fcresince \u00e7ok ciddi bir istihdam ve i\u00e7 pazarda hareketlenmeye de vesile olaca\u011f\u0131n\u0131 ifade eden Y\u0131ld\u0131r\u0131m, 20 ayda 7 adet \u015fantiye kurulaca\u011f\u0131n\u0131, 10 bin ki\u015finin do\u011frudan istihdam edilece\u011fini ve dolayl\u0131 istihdam say\u0131s\u0131n\u0131n da 50 bini bulaca\u011f\u0131n\u0131 bildirdi.<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, ge\u00e7ti\u011fimiz y\u0131l \u0130stanbul-\u0130zmit K\u00f6rfez Ge\u00e7i\u015fi, Bursa-Bal\u0131kesir ve \u0130zmir illerini kapsayan bir otoyol projesi ve \u0130zmit K\u00f6rfez Ge\u00e7isinin ihalesini ger\u00e7ekle\u015ftirdiklerini an\u0131msatarak, &#8220;Bu proje, bug\u00fcne kadar T\u00fcrkiye\u2019de Yap-\u0130\u015flet-Devret modeliyle bir seferde ger\u00e7ekle\u015ftirilen en b\u00fcy\u00fck proje olma \u00f6zelli\u011fini ta\u015f\u0131yor&#8221; dedi. Projenin, yakla\u015f\u0131k olarak maliyetinin kamula\u015ft\u0131rmalarla birlikte 11 milyar TL\u2019yi buldu\u011funu belirten Y\u0131ld\u0131r\u0131m, proje tamamland\u0131\u011f\u0131nda T\u00fcrkiye\u2019nin 2. b\u00fcy\u00fck kenti \u0130zmir\u2019le en b\u00fcy\u00fck kenti \u0130stanbul aras\u0131n\u0131n 3-3.5 saat s\u00fcrece\u011fini s\u00f6yledi. Y\u0131ld\u0131r\u0131m, ayr\u0131ca projenin ilklerinden birisinin de \u0130zmit K\u00f6rfez Ge\u00e7i\u015f K\u00f6pr\u00fcs\u00fc\u2019n\u00fcn toplam a\u00e7\u0131kl\u0131\u011f\u0131yla birlikte &#8220;d\u00fcnyada 2. b\u00fcy\u00fck k\u00f6pr\u00fc olma \u00f6zelli\u011fini de ta\u015f\u0131d\u0131\u011f\u0131n\u0131&#8221; bildirdi.<\/p>\n<p style=\"text-align: justify;\"><strong>PROJE T\u00dcRK\u0130YE \u0130\u00c7\u0130N B\u0130R \u0130LK\u0130 OLU\u015eTURUYOR<\/strong><\/p>\n<p style=\"text-align: justify;\">B\u00f6ylesine b\u00fcy\u00fck bir projenin, \u00f6zellikle k\u00fcresel krizin t\u00fcm \u015fiddetiyle ya\u015fand\u0131\u011f\u0131 d\u00f6nemde, Yap-\u0130\u015flet-Devret modeliyle ba\u015far\u0131l\u0131 \u015fekilde ihale edilmesiyle, T\u00fcrkiye\u2019nin son y\u0131llarda elde etti\u011fi g\u00fcven ve istikrarla uzun vadede yat\u0131r\u0131m yap\u0131labilecek \u00fclkeler aras\u0131nda en \u00f6n s\u0131ralarda oldu\u011funu bir kez daha d\u00fcnyaya g\u00f6sterdi\u011fini ifade eden Y\u0131ld\u0131r\u0131m, \u015funlar\u0131 kaydetti:<\/p>\n<p style=\"text-align: justify;\">&#8220;D\u00fcnya Bankas\u0131\u2019n\u0131n son yapt\u0131\u011f\u0131 bir ara\u015ft\u0131rmaya g\u00f6re, son 10 y\u0131l i\u00e7erisinde ekonomisi en b\u00fcy\u00fck, en fazla b\u00fcy\u00fcyen 30 \u00fclke i\u00e7erisinde, birinci \u00c7in, ikinci ise T\u00fcrkiye olarak g\u00f6ze \u00e7arpmaktad\u0131r. Bu da \u00fclkemizin ge\u00e7ti\u011fimiz y\u0131llarda ba\u015flat\u0131\u011f\u0131 b\u00fcy\u00fcme rekorlar\u0131n\u0131, krizin hemen sonras\u0131nda artt\u0131rarak devam etti\u011fini bir kez daha g\u00f6stermektedir. Yine hat\u0131rlayacaks\u0131n\u0131z, 2010 y\u0131l\u0131n\u0131n ilk \u00e7eyre\u011finde T\u00fcrkiye, 11.7, ikinci \u00e7eyre\u011finde 11.2 b\u00fcy\u00fcme ger\u00e7ekle\u015ftirerek, Avrupa\u2019da birinci, d\u00fcnyada \u00c7in\u2019den sonra ikinci en y\u00fcksek d\u00fczeyde b\u00fcy\u00fcmeyi ger\u00e7ekle\u015ftiren \u00fclke unvan\u0131n\u0131 korudu.<\/p>\n<p style=\"text-align: justify;\">B\u00fcy\u00fck projelerin ger\u00e7ekle\u015ftirilmesi zaman al\u0131r. \u0130hale \u00fczerinden bir seneden fazla zaman ge\u00e7ti. Bu s\u00fcre i\u00e7erisinde konsorsiyumlar dahil firmalar, bir yandan s\u00fcrekli g\u00f6r\u00fc\u015fmelerini s\u00fcrd\u00fcr\u00fcrken, bir yandan da s\u00f6zle\u015fmeye esas olacak g\u00f6r\u00fc\u015fmeleri Bakanl\u0131\u011f\u0131m\u0131z, Hazine, DPT \u00fc\u00e7l\u00fcs\u00fcyle kar\u015f\u0131l\u0131kl\u0131 m\u00fczakereler yaparak olgunla\u015ft\u0131rd\u0131lar ve nihayet bug\u00fcn imza edilecek noktaya getirdiler. Her \u015feyden \u00f6nce, bu kadar b\u00fcy\u00fck bir projeyi yo\u011fun \u00e7al\u0131\u015fma sonucunda imzaya haz\u0131r hale getiren, bu s\u00fcre\u00e7te eme\u011fi ge\u00e7en herkese te\u015fekk\u00fcr ediyorum.&#8221;<\/p>\n<p style=\"text-align: justify;\">S\u00f6z konusu projenin T\u00fcrkiye i\u00e7in bir &#8220;ilk&#8221; oldu\u011funu vurgulayan Y\u0131ld\u0131r\u0131m, ilk olan projelerde bazen tecr\u00fcbe y\u00f6n\u00fcnden s\u0131k\u0131nt\u0131lar olabildi\u011fini belirtti. Y\u0131ld\u0131r\u0131m, b\u00f6ylesine b\u00fcy\u00fck bir projeyi bu a\u015famaya getirmenin \u00e7ok daha kolay olmad\u0131\u011f\u0131n\u0131 ifade ederek, bu s\u00fcre\u00e7te ilgili t\u00fcm kurumlar\u0131n b\u00fcy\u00fck bir \u00f6zveriyle, yak\u0131n bir i\u015fbirli\u011fiyle koordinasyon i\u00e7erisinde \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 s\u00f6yledi.<\/p>\n<p style=\"text-align: justify;\">Projenin ba\u015flamas\u0131n\u0131n \u00f6n\u00fcnde art\u0131k hukuken bir engel bulunmad\u0131\u011f\u0131n\u0131 dile getiren Y\u0131ld\u0131r\u0131m, &#8220;Bu imzayla birlikte, en k\u0131sa s\u00fcrede, zannediyorum ki en ge\u00e7 2 ay i\u00e7erisinde de ilk kez temelleri ataca\u011f\u0131z ve \u00e7al\u0131\u015fmalara s\u00fcratle ba\u015flayaca\u011f\u0131z&#8221; dedi.<\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, projenin sadece bir noktadan ba\u015flamayaca\u011f\u0131n\u0131, ilerleyen tarihlerde \u0130zmir taraf\u0131ndan, hatta birka\u00e7 yerde birden ba\u015flayarak \u00e7al\u0131\u015fmalar\u0131n e\u015f zamanl\u0131 olarak ger\u00e7ekle\u015ftirilece\u011fini bildirdi.<\/p>\n<p style=\"text-align: justify;\"><strong>SEYAHAT S\u00dcRELER\u0130 KISALACAK<\/strong><\/p>\n<p style=\"text-align: justify;\">Proje ile ilgili olarak teknik bilgiler hakk\u0131nda da bilgi veren Y\u0131ld\u0131r\u0131m, projenin \u00f6ng\u00f6r\u00fclen azami yap\u0131m s\u00fcresinin 7 y\u0131l oldu\u011funu ve bir neden olmad\u0131\u011f\u0131 s\u00fcrece, bu s\u00fcrenin kesinlikle 7 y\u0131l\u0131n \u00fcst\u00fcne \u00e7\u0131kmayaca\u011f\u0131n\u0131 kaydetti. Y\u0131ld\u0131r\u0131m, &#8220;Ge\u00e7mi\u015fte ya\u015fan\u0131lan tecr\u00fcbeler bize \u015funu g\u00f6stermi\u015ftir; Yap-i\u015flet-devret projelerinde yap\u0131m s\u00fcresinden yap\u0131lacak tasarruf i\u015fletme s\u00fcresine ilave edildi\u011finde, y\u00fckleniciler maliyetinin \u00e7ok daha y\u00fcksek olmas\u0131na ald\u0131rmadan, k\u0131sa s\u00fcrede tamamlamak i\u00e7in \u00e7ok ciddi gayret g\u00f6steriyorlar. Yap\u0131m s\u00fcresinden neredeyse y\u00fczde 30-35\u2019e yak\u0131n bir k\u0131salma, bir tasarruf s\u00f6z konusu olabiliyor. Biz de bu d\u00fc\u015f\u00fcnceyle yap\u0131mda yap\u0131m s\u00fcresini k\u0131saltabilmek bak\u0131m\u0131ndan burada sa\u011flanacak bir zaman tasarrufunun i\u015fletmeye dahil edilmesi prensibini benimsedik ve bunu da s\u00f6zle\u015fmeye koyduk. K\u0131saca 7 y\u0131ldan a\u015fa\u011f\u0131 inilecek her t\u00fcr i\u015fletme s\u00fcresini ilave alacakt\u0131r. Bu da y\u00fcklenicilerin, projeyi 7 y\u0131l de\u011fil \u00e7ok daha k\u0131sa s\u00fcrede belki 5 y\u0131lda tamamlamas\u0131 i\u00e7in bir f\u0131rsat olu\u015fturmaktad\u0131r&#8221; diye konu\u015ftu.<\/p>\n<p style=\"text-align: justify;\">&#8220;\u0130\u015fletme s\u00fcresinin yap\u0131m dahil 22 y\u0131l 4 ay oldu\u011funu&#8221; ifade eden Y\u0131ld\u0131r\u0131m, \u015f\u00f6yle devam etti: &#8220;K\u00f6pr\u00fcn\u00fcn toplam uzunlu\u011fu 3 bin metredir. Ayaklararas\u0131 uzunluk da yakla\u015f\u0131k bin 700 metre olarak \u00f6n g\u00f6r\u00fclmektedir. Trafik yo\u011funlu\u011funun \u00e7ok daha fazla oldu\u011fu bininci kesim denilen Gebze-Orhangazi aras\u0131nda 40 bin otomobil e\u015fde\u011feri, trafik g\u00fcn ba\u015f\u0131na, ikinci kesim Orhangazi-Bursa\u2019da 35 bin otomobil e\u015fde\u011feri, \u00fc\u00e7\u00fcnc\u00fc kesim Bursa-Bal\u0131kesir 17 bin ve d\u00f6rd\u00fcnc\u00fc kesim Bal\u0131kesir-izmir kesiminde 23 bin g\u00fcnl\u00fck trafik garanti edilmi\u015ftir. Garanti edilen \u00fccretler ise tavan \u00fccretleri olarak s\u00f6zle\u015fmede yer alm\u0131\u015f olup, onun alt\u0131nda tarife uygulamak y\u00fcklenicilerin ve i\u015fleticilerin kendi inisiyatifindedir.&#8221;<\/p>\n<p style=\"text-align: justify;\"><strong>D\u00dcNYANIN 2. ASMA K\u00d6PR\u00dcS\u00dc OLACAK<\/strong><\/p>\n<p style=\"text-align: justify;\">Y\u0131ld\u0131r\u0131m, projenin &#8220;d\u00fcnyan\u0131n 2. k\u00f6pr\u00fc niteli\u011finde, bir asma k\u00f6pr\u00fc olaca\u011f\u0131na&#8221; dikkati \u00e7ekerek, otoyolun ge\u00e7ti\u011fi g\u00fczergah \u00fczerinde yer alan \u0130stanbul-Yalova-Bursa-Bal\u0131kesir-Manisa ve \u00e7evresindeki illerin sanayisinin ve ekonomisinin de bu yollar\u0131n yap\u0131m\u0131yla birlikte \u00e7ok daha h\u0131zl\u0131 bir \u015fekilde geli\u015fece\u011fini bildirdi.<\/p>\n<p style=\"text-align: justify;\">\u00d6te yandan, \u0130zmit K\u00f6rfezi ve \u00f6zellikle Yalova K\u00f6rfez ve \u0130zmit \u00fczerinden Gebze\u2019ye uzanan 90 kilometrelik devlet yolunun, bug\u00fcn trafik y\u00fck\u00fcn\u00fcn \u00e7ok \u00fczerinde \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 belirten Y\u0131ld\u0131r\u0131m, bunun zaman kayb\u0131na ve fazla yak\u0131t t\u00fcketilmesine yol a\u00e7t\u0131\u011f\u0131n\u0131 s\u00f6yledi. Y\u0131ld\u0131r\u0131m, bu yolun devreye girmesiyle birlikte k\u00f6rfezdeki trafik y\u00fck\u00fcn\u00fcn en az y\u00fczde 30\u2019unun bu yola kayaca\u011f\u0131n\u0131 belirtti. Edirne-\u0130stanbul-Ankara otoyolunun, \u0130zmir-Ayd\u0131n otoyoluyla da birle\u015fece\u011fini ifade eden Y\u0131ld\u0131r\u0131m, &#8220;Marmara ve Ege b\u00f6lgeleri de b\u00f6ylece otoyol a\u011flar\u0131yla birbirine tamamen ba\u011flanm\u0131\u015f olacak&#8221; dedi.<\/p>\n<p style=\"text-align: justify;\">K\u00f6rfez ge\u00e7i\u015finin bug\u00fcn 45 dakika- 1 saate yak\u0131n s\u00fcrd\u00fc\u011f\u00fcn\u00fc dile getiren Y\u0131ld\u0131r\u0131m, k\u00f6pr\u00fcn\u00fcn yap\u0131lmas\u0131yla birlikte bu saatin 6 dakikaya d\u00fc\u015fece\u011fini bildirdi. Y\u0131ld\u0131r\u0131m, bunun yak\u0131t tasarrufu anlam\u0131na da gelece\u011fini belirterek, &#8220;Y\u0131ll\u0131k bazda yap\u0131lan hesaplamaya g\u00f6re, zaman ve yak\u0131tta yap\u0131lan tasarruf 870 milyon TL olarak ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Sadece, bu iki kalemdeki tasarrufla 10-11 y\u0131l i\u00e7indeki bu projenin geri d\u00f6n\u00fc\u015f\u00fc m\u00fcmk\u00fcn g\u00f6z\u00fckmektedir&#8221; diye konu\u015ftu.<\/p>\n<p style=\"text-align: justify;\">K\u00f6pr\u00fc ile seyahat s\u00fcrelerinin de \u00f6nemli \u00f6l\u00e7\u00fcde k\u0131salaca\u011f\u0131n\u0131 ifade eden Y\u0131ld\u0131r\u0131m, &#8220;Bursa\u2019ya azami 1 saatte, \u0130zmir\u2019e 3-3.5, Eski\u015fehir\u2019e 2.5 saatte h\u0131z kurallar\u0131na uyuldu\u011funda ula\u015f\u0131labilecek&#8221;dedi.<\/p>\n<p style=\"text-align: justify;\"><strong>D\u0130\u011eER KONU\u015eMALAR<\/strong><\/p>\n<p style=\"text-align: justify;\">Konsorsiyum ad\u0131na a\u00e7\u0131klama yapan Nurol \u0130n\u015faat temsilcisi O\u011fuz \u00c7arm\u0131kl\u0131, s\u00f6z konusu projenin bir yat\u0131r\u0131m projesi oldu\u011funu belirterek, &#8220;Yap\u0131m a\u015famas\u0131ndan daha \u00e7ok d\u00fcnya finans piyasalar\u0131ndan \u00fclkemize bu finansman\u0131n getirilmesi \u00f6nemlidir. Bu finansman\u0131n temini i\u00e7in s\u00fcrd\u00fcrmekte oldu\u011fumuz temaslarda, \u00fclkemizdeki mevcut siyasi ve ekonomik ortam\u0131n ne kadar destekleyici oldu\u011funu g\u00f6r\u00fcyoruz. O bak\u0131mdan projenin bu a\u015famaya getirilmi\u015f olmas\u0131ndan dolay\u0131 ba\u015fta Say\u0131n Ba\u015fbakan\u0131m\u0131z ve Bakan\u0131m\u0131z olmak \u00fczere h\u00fck\u00fcmetimize, ilgili kamu kurulu\u015flar\u0131m\u0131za ve \u00f6zellikle Ula\u015ft\u0131rma Bakanl\u0131\u011f\u0131m\u0131z ve Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcm\u00fcz te\u015fkilat\u0131na, ortaklar\u0131m\u0131z ad\u0131na te\u015fekk\u00fcr ediyoruz&#8221; diye konu\u015ftu.<\/p>\n<p style=\"text-align: justify;\">Karayollar\u0131 Genel M\u00fcd\u00fcr\u00fc Cahit Turhan da Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fcn\u00fcn yat\u0131r\u0131m program\u0131 i\u00e7erisinde &#8220;Yap-\u0130\u015flet-Devret\u2019 y\u00f6ntemiyle yapmay\u0131 planlad\u0131klar\u0131 ilgili projesinin s\u00f6zle\u015fme a\u015famas\u0131na gelmi\u015f olmas\u0131ndan b\u00fcy\u00fck bir mutluluk duydu\u011funu s\u00f6yledi.
