Prof. Dr. Heper \u201c\u0130deolojik, dini ve etnik boyutlarda ciddi olarak par\u00e7alanm\u0131\u015f \u00fclkelerde demokrasinin ya\u015fama \u015fans\u0131 yoktur. Ana dilde e\u011fitim gibi kolektif -grup haklar\u0131- ve federasyon gibi siyasi haklar ikincil kimliklerin birincil kimli\u011fe d\u00f6n\u00fc\u015fmesine, bir milletin i\u00e7inden birden \u00e7ok milletin ortaya \u00e7\u0131kmas\u0131na yol a\u00e7ar. Oysa her devletin tek bir milleti olur\u201c dedi. Prof. Dr. Heper K\u00fcrt a\u00e7\u0131l\u0131m\u0131na ili\u015fkin \u201cYeni a\u00e7\u0131l\u0131mlar, \u00fclkenin milli birli\u011fini ve devletin toprak b\u00fct\u00fcnl\u00fc\u011f\u00fcn\u00fc tehlikeye atmamal\u0131d\u0131r ve T\u00fcrkler ile K\u00fcrtlerin payla\u015ft\u0131klar\u0131 idealleri, de\u011ferleri ve tutumlar\u0131 azaltmamal\u0131, payla\u015fmad\u0131klar\u0131n\u0131 artt\u0131rmamal\u0131d\u0131rlar. Ama\u00e7, \u2018k\u00fclt\u00fcrel \u00e7o\u011fulculuk\u2019 de\u011fil, k\u00fclt\u00fcrel zenginlik olmal\u0131d\u0131r\u201d uyar\u0131s\u0131nda bulundu. <!--more--><\/p>\n<p style=\"text-align: justify;\">Bilkent \u00dcniversitesi \u00d6\u011fretim \u00dcyesi Prof. Dr. Metin Heper, K\u00fcrt a\u00e7\u0131l\u0131m\u0131na ili\u015fkin g\u00f6r\u00fc\u015flerini Star Gazetesi\u2019nin A\u00e7\u0131k G\u00f6r\u00fc\u015f k\u00f6\u015fesinde \u201cB\u0131ji b\u0131ratiya turk u k\u00fcrda\u201c ba\u015fl\u0131\u011f\u0131 alt\u0131nda aktard\u0131. 1920\u2019lerin ba\u015f\u0131ndan bug\u00fcne kadar zaman zaman \u2018K\u00fcrt sorunu\u2019nun T\u00fcrkiye\u2019ye \u00e7ok pahal\u0131ya mal oldu\u011funu, \u015fimdi art\u0131k bu meselenin \u00e7\u00f6z\u00fcmlenmesi i\u00e7in \u00f6nemli ve kararl\u0131 ad\u0131mlar\u0131n at\u0131lmas\u0131na ba\u015fland\u0131\u011f\u0131n\u0131 vurgulayan Heper, \u00e7\u00f6z\u00fcm s\u00fcrecinin iki boyutu oldu\u011funu s\u00f6yledi. Bunlardan ilkinin s\u00fcre\u00e7te kimlerin ve hangi kurumlar\u0131n rol oynayaca\u011f\u0131 oldu\u011funu ve devlet, siyaset ve toplum katlar\u0131nda uygun bir psikolojik ortam\u0131n haz\u0131rlanmas\u0131 \u00e7abalar\u0131n\u0131n s\u00fcrd\u00fc\u011f\u00fcn\u00fc kaydeden Heper, muhalefetin K\u00fcrt a\u00e7\u0131l\u0131m\u0131na tepkisini ise, \u201dBu husus ile ilgili a\u015f\u0131lmas\u0131 gereken bir durum, Parlamentoda grubu bulunan iki \u00f6nemli muhalefet partisinden birinin bir g\u00fcnden di\u011ferine konuya bak\u0131\u015f a\u00e7\u0131s\u0131n\u0131n de\u011fi\u015fti\u011fi izlenimi vermesi, di\u011ferinin ise konuya hayli olumsuz yakla\u015fmas\u0131d\u0131r. Umulur ki k\u0131sa zamanda bu durum de\u011fi\u015fir ve sorunun gerektirdi\u011fi konsens\u00fcse en az\u0131ndan Parlamento d\u00fczeyinde var\u0131l\u0131r\u201d s\u00f6zleriyle de\u011ferlendirdi.<\/p>\n<p style=\"text-align: justify;\"><strong>-\u201c\u0130SABETL\u0130 OLMAYAN VARSAYIMLAR \u00dcZER\u0130NE \u00c7\u00d6Z\u00dcM B\u0130NA ED\u0130LEMEZ\u201d-<\/strong><\/p>\n<p style=\"text-align: justify;\">\u00c7\u00f6z\u00fcm s\u00fcrecinin ikinci boyutunun hangi a\u00e7\u0131l\u0131mlar\u0131n yap\u0131laca\u011f\u0131 oldu\u011funu kaydeden Heper, de\u011fi\u015fik d\u00fczeylerde \u00e7e\u015fitli \u00f6neriler sunuldu\u011funu hat\u0131rlatt\u0131. Heper, \u201cS\u00f6zkonusu varsay\u0131mlar \u015f\u00f6yle \u00f6zetlenebilir; T\u00fcrkler ve \u2018onlar\u0131n devleti\u2019 bu hatalar\u0131n\u0131 kabul etmeli, \u00d6calan\u2019\u0131, PKK\u2019y\u0131 ve veya DTP\u2019yi muhatap almal\u0131, s\u00f6z konusu ki\u015fi ve veya kurumlar ile durumu m\u00fczakere etmeli ve K\u00fcrtlere k\u00fclt\u00fcrel \u2013ki\u015fisel- haklar yan\u0131nda kolektif \u2013grup-haklar -ana dilde e\u011fitim ve \u00e7e\u015fitli d\u00fczeylerde siyasi haklar- vermeli ve t\u00fcm bu haklar Anayasada da tescil edilmelidir. Bu varsay\u0131m k\u00fcmesi yaln\u0131zca ana hatlar\u0131 ile belirtilen \u00e7\u00f6z\u00fcm \u00f6nerilerine yol a\u00e7mamakta ayn\u0131 zamanda muhtemelen baz\u0131 K\u00fcrtlerin ve T\u00fcrklerin birbirlerini has\u0131m olarak g\u00f6rmelerine yol a\u00e7makta ve giderek T\u00fcrkler aras\u0131nda da husumet do\u011furmakta onlar\u0131n da birbirlerini giderek \u2018vatan hainli\u011fi\u2019 ile su\u00e7lamalar\u0131na sebep olmaktad\u0131r. Bu varsay\u0131mlar\u0131n isabetli olmad\u0131klar\u0131n\u0131, bu nedenle de bunlar \u00fczerine bina edilmi\u015f \u00e7\u00f6z\u00fcm \u00f6nerilerinin sorunun halledilmesine yard\u0131mc\u0131 olamayaca\u011f\u0131n\u0131, aksine sorunu daha da \u00e7\u00f6z\u00fcms\u00fcz hale getirebileceklerini d\u00fc\u015f\u00fcn\u00fcyoruz\u201d dedi.<\/p>\n<p style=\"text-align: justify;\"><strong>-\u201cAMA\u00c7 K\u00dcLT\u00dcREL \u00c7O\u011eULCULUK DE\u011e\u0130L K\u00dcLT\u00dcREL ZENG\u0130NL\u0130K OLMALI\u201d-<\/strong><\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye Cumhuriyeti devletinin etnik anlam\u0131yla sadece T\u00fcrklerin devleti olmad\u0131\u011f\u0131n\u0131 ifade eden Heper, K\u00fcrt kimli\u011finin 1930\u2019lar\u0131n sonlar\u0131 ve 1940\u2019lar\u0131n ba\u015flar\u0131nda sadece bir grup \u2018entelekt\u00fcel\u2019 taraf\u0131ndan ink\u00e2r edildi\u011fini s\u00f6yledi. Bu yakla\u015f\u0131m\u0131n da hi\u00e7bir zaman resmi devlet politikas\u0131 olmad\u0131\u011f\u0131n\u0131 belirten Heper, ya\u015fanan s\u00fcre\u00e7te devletin haks\u0131z yere su\u00e7land\u0131\u011f\u0131n\u0131 K\u00fcrtler aras\u0131nda devlete kar\u015f\u0131 gereksiz bir husumet yarat\u0131ld\u0131\u011f\u0131n\u0131 ve bug\u00fcn adeta \u2018devletten hesap sorulma\u2019 raddesine gelindi\u011fine i\u015faret etti. Heper, \u015funlar\u0131 kaydetti:<\/p>\n<p style=\"text-align: justify;\">\u201cBurada g\u00f6zden ka\u00e7\u0131r\u0131lan husus \u015fudur; ideolojile\u015ftirilmeye veya dinile\u015ftirilmeye \u00e7al\u0131\u015f\u0131lan demokrasiler gibi etnikle\u015ftirilmeye \u00e7al\u0131\u015f\u0131lan demokrasiler de demokrasi olarak idame ettirilemezler. \u00c7\u00fcnk\u00fc demokrasi son tahlilde bir m\u00fczakere rejimidir. Oysa ideoloji de, din de ve etnisite de m\u00fczakere edilemez; bu konularda kar\u015f\u0131l\u0131kla \u00f6d\u00fcnler verilemez ve dolay\u0131s\u0131yla konsens\u00fcse var\u0131lamaz. \u0130deolojik, dini ve etnik boyutlarda ciddi olarak par\u00e7alanm\u0131\u015f \u00fclkelerde demokrasinin ya\u015fama \u015fans\u0131 yoktur. Bu nedenle ana dilde e\u011fitim gibi kolektif haklar \u00e7e\u015fitli d\u00fczeylerde \u00f6zerklik sa\u011flayacak siyasi haklardan uzak durulmal\u0131d\u0131r. Yap\u0131lacak yeni a\u00e7\u0131l\u0131mlar, d\u00f6rt temel amac\u0131 hedeflemektedir; 1) ter\u00f6r\u00fcn tamamen son bulmas\u0131n\u0131 sa\u011flamak; 2) K\u00fcrtlere \u015fimdiye kadar verilmemi\u015f yeni k\u00fclt\u00fcrel haklar vermek, 3) s\u00fcratle b\u00f6lgenin sosyo-ekonomik bak\u0131mdan kalk\u0131nmas\u0131n\u0131 sa\u011flamak ve 4) K\u00fcrtleri kucaklamak, aksi t\u00fcr davran\u0131\u015flar\u0131 muhakkak \u00f6nlemek. Vatanda\u015flar\u0131m\u0131z\u0131n g\u00fc\u00e7l\u00fc ve derin bir ortak ge\u00e7mi\u015fi ve umutlu bir gelece\u011fi payla\u015ft\u0131\u011f\u0131n\u0131 g\u00f6rmekteyiz.
